Palladium is seeking a Senior Technical Advisor, Human Resources for Health (HRH) in Timor-Leste for its PROPEL Health project. In Timor-Leste, PROPEL Health will strengthen the health system to sustainably increase equitable access to and demand for family planning and reproductive health services and maternal and child health care.

The position provides technical support to improve institutional management capacities of human resources for health (HRH) to strengthen the primary healthcare system with emphasis on Family Planning/ Reproductive Health (FP/RH), Maternal, Newborn, Child, and Adolescent Health (MNCAH) and Nutrition. 

Primary Duties and Responsibilities:

Designs and implements activities to improve HRH availability, distribution, and skills to meet the health sector needs with specific emphasis on primary health care and: Family Planning/Reproductive Health (FP/RH), Maternal, Newborn, Child, Adolescent Health (MNCAH) and Nutrition.  Provides technical assistance to central and municipal stakeholders to institutionalize HRH governance and planning, monitoring, and forecasting of health workforce needs.  Support HRH wage analysis and recruitment planning efforts to ensure continued availability of resources for recruitment within the health sector. Provide technical support on capacity building and implementation of HRH methodologies including the Workload Indicator for Staffing Needs (WISN), Discrete Choice Experiment (DCE) and HRH data management and utilization. This may include supporting the central and/or municipal level stakeholders to use data in district planning to address recruitment, retention, and district-specific HRH needs. Contribute to HRH policy review, development and implementation.  Establishes strong relationship with the key MOH stakeholders to ensure activities are tailored to the specific needs and local context; leverage other government agencies, partners and institutions, and other relevant stakeholders in the health system to collectively support the Government of Timor-Leste to achieve its HRH goals. Supports integration of the community health workforce into formal systems.  
Supports efforts to identify skills gaps and learning opportunities to advance the management skills, ethics and professionalism of health workers to improve the institutionalization of quality of care specifically for FP/RH, MNCAH, and nutrition. Provide technical support to strengthen linkages between health worker production and their absorption and deployment across the health sector.  Liaises with professional associations, the HRH council and other key stakeholders to develop strategies to disseminate scopes of practice and key guidelines.  Contribute to the formulation of project strategy, work plans and reports.Other duties as assigned by the Country Director. 

Required Qualifications:

Advanced clinical degree (e.g. medical or nursing) with experience in clinical training, a master's degree in human resource planning/ management. Additional degree in International Health or Public Health and at least 5 years of experience in designing and implementing HRM systems and practices. (e.g. planning, recruitment, performance management, etc). Knowledge of the World Health Organization’s Workload Indicators of Staffing Needs (WISN) and Discreet Choice Experiment (DCE) approaches. Experience with public health, human resources planning and management, government systems, development partners, professional associates and workforce development stakeholders on Human Resources for Health.  Minimum 5 years’ experience and technical expertise developing, implementing, managing, and evaluating HRH programs and a robust understanding of best practices in use of data to optimize health workforce allocation. Experience in wage analysis and recruitment planning  Experience with standards setting for clinical professions, highly preferred.  Strong understanding of current government HRH priorities, standards, resources, and systems, including the national leadership management system in Timor-Leste. Strong oral and written communication skills in English and preferably in Tetum.
