This Proposal Opportunity:

Palladium is seeking a Senior Technical Advisor for Data Analytics and Use to support an anticipated five-year USAID-funded project intended to support the Government of Ethiopia (GOE) to improve health outcomes through implementation of a comprehensive approach to strengthening health information systems (HIS) and digital health capabilities.

Palladium is seeking a Senior Technical Advisor for Data Analytics and Use to support an anticipated five-year, USAID-funded project in Ethiopia aimed at strengthening the national health information system and digital health capabilities. They will lead project activities focused on implementing best practices for data collection and analysis, establishing a culture of data demand and use among stakeholders at all levels of the Ethiopian health system, and developing standards to ensure interopability between different health information systems. They will work with the senior leadership team to ensure the use of health information from national health information systems for decision-making. They will provide technical and strategic direction, leadership, and management oversight to the project team to support the process of ensuring quality data collection, analysis, and and use. Additionally, they will coordinate and liaise with various stakeholders, including government agencies, other donor-funded projects, implementing partners, USAID, other donors, and on-the-ground data consumers, to build capacity in using information. They will foster an environment of innovation and collaboration.

Primary Duties and Responsibilities:

Lead the strategy, development, management and implementation of approaches and strategies for the collection, analysis and use of data for decision makings, supporting country ownership and governance of a data-driven culture.
Advise on standards and architecture for analytical approaches, methodologies, platforms and tools
In collaboration with project staff and partners, develop and implement a capacity strengthening strategy ensure effective data collection, analysis and use at national and sub-national levels.
Develop/adapt approaches for improving routine data review and use platforms
Coalesce and coordinate governments, stakeholders, beneficiaries, and strategic partners around identification of use cases for advanced analytics, informed by availability and access, to routine and ad hoc data
Participate in the senior leadership team, providing high-quality technical expertise and support for information use among project staff and stakeholders involved in system strengthening, including enhancing data quality, data analysis, data visualization, and data interpretation.
Support the utilization of high-tech and innovative approaches to improve data collection, quality, analysis and use.
Contribute to the development of work plans, budgets, and quarterly/annual reports.
Participate in and/or prepare necessary project-related reports, including presentations and white papers.
Organize and support project trainings, conferences, workshops, and meetings as needed.
Represent the organization at outside associations, conferences, and symposia when necessary.

Key Competencies Required:

Master's degree in epidemiology, public health, biostatistics, data science, public health, or a related field.
At least 8 years of experience leading work related to data analytics and use in the health field for USG-funded or other donor-funded projects.
At least 4 years of experience at a managerial or advisory level, providing guidance and supervision in implementing data use strategies or methods (e.g., e.g., developing curricula for, or training health sector personnel, on the interpretation and use of health data for routine data-driven delivery of services, or for continuous quality improvement initiatives.)
At least 2 years of experience working in developing countries (preferably in Africa); Ethiopian nationals preferred.
Strong familiarity and demonstrated skills in data analysis and visualization in the health sector (e.g., MCH, malaria, infectious diseases, global health security)
Strong oral and written communication skills, including presentation experience to high-level audiences; fluency in English and Amharic.
Proficiency with quantitative methods of data analysis, and use of statistical software applications such as R, SPSS, STATA, or Python, is preferred.
Proficiency with data visualization software (e.g., Tableau, Highcharts, PowerBI, R Shiny) and/or GIS software, experience developing data visualizations to facilitate data use for decision-making is preferred. Proven ability to leverage and manage partnerships and cooperate with host country governments and international partners in implementing multi-intervention health information system projects preferred.
Strong analytical and conceptual skills, with the ability to think and plan strategically.
Ability to manage and build the capacity of a multi-sectoral, culturally, and linguistically diverse staff, consultants, and counterparts.
