This Proposal Opportunity:
Palladium is seeking a Senior Technical Advisor for Digitalization to support an anticipated five-year USAID-funded project intended to support the Government of Ethiopia (GOE) to improve health outcomes through implementation of a comprehensive, approach to strengthening health information systems (HIS) and digital health capabilities.
The Senior Technical Advisor for Digitalization
will play a critical role in leading the digital transformation efforts for the
USAID Ethiopia Enhance Digital Health Activity. This position requires an
experienced professional with a strong background in digital health
technologies, project management, and strategic planning. The Senior Technical
Advisor will work closely with the project team, local partners, and
stakeholders to design, implement, and scale innovative digital solutions that
improve health outcomes in Ethiopia.

anticipated project, and all positions are contingent upon award from USAID. *
Primary Duties
and Responsibilities:
Provide technical assistance and expertise to government and technical counterparts in the areas of in digitalization, systems integration and interoperability Oversee the design, development, adaptation, and deployment of digital health solutions, including health information systems, supply chain information systems, mobile health applications, and telehealth services.
Support the implementation of digital health solutions in diverse geographical settings in Ethiopia
Ensure that digital health solutions are user-centered, scalable, and sustainable.
Provide technical guidance on the integration of digital health solutions with existing health systems and infrastructure.
Lead and manage the digital health team, including local and international staff and consultants.
Develop and manage project work plans, budgets, and timelines related to digital health activities.
Monitor and evaluate the performance of digital health interventions and make necessary adjustments to achieve project objectives.
Build the capacity of local partners and stakeholders to adopt and utilize digital health technologies.
Develop and deliver sustainable training programs and materials on digital health solutions.
Foster a culture of innovation and continuous improvement within the project team and among partners.
Collaborate with government agencies, healthcare providers, and other stakeholders to ensure the successful implementation and adoption of digital health solutions.
Represent the project in meetings, conferences, and other forums related to digital health.
Develop and maintain strong relationships with key stakeholders, including USAID, local government, and international partners.
Stay abreast of the latest trends and developments in digital health and identify opportunities for innovation.
Conduct research and pilot new digital health solutions to address emerging health challenges.
Disseminate findings and best practices through reports, publications, and presentations.
Key Competencies Required:
At least 8 years of experience in digital health, health information systems, or related areas, with for USG-funded or other donor-funded projects.
At least 4 years of experience at a managerial or advisory level, providing guidance and supervision in implementing strategies or methods.
At least 2 years of experience working in developing countries (preferably in Africa); Ethiopian nationals preferred.
Familiarity with, and experience in applying, OpenHIE frameworks, digital principles, global goods, and HIS standard and approaches
Experience in the development, deployment, interoperability, maintenance, and change management approaches for robust technology solutions is required
Familiarity and experience with existing information systems in Ethiopia (including DHIS2, eCHIS, EMRs, and logistic management information systems such as Dagu and mBrana) preferred
Strong oral and written communication skills, including presentation experience to high-level audiences; fluency in English and Amharic.
Experience collaborating with Ministry of Health, USAID, implementing partners, universities, donors, and other health actors to strengthen HIS
Demonstrated experience managing or leading a technical team and vendors with diversity of skills across software development, implementation, information management, etc.
Strong analytical and conceptual skills, with the ability to think and plan strategically.
