Palladium is seeking a Senior Technical Advisor for Governance and Partnerships to support an anticipated five-year USAID-funded project intended to support the Government of Ethiopia (GOE) to improve health outcomes through implementation of a comprehensive approach to strengthening health information systems (HIS) and digital health capabilities.
Palladium is seeking a Senior Technical Advisor
for Governance and Partnerships to support an anticipated five-year,
USAID-funded project in Ethiopia aimed at strengthening the national health
information system and digital health capabilities. The successful candidate
will lead project activities related to governance and partnerships to ensure
the adoption and effective functionality of Ethiopia's national health
information systems. They will collaborate with the senior leadership team to
enhance policies and strategic frameworks, HIS workforce capacity
strengthening, and systems design, ensuring effective adoption of health
information systems at all levels of the health system. The advisor will
provide technical and strategic direction, leadership, and management oversight
to the project team. In addition, the advisor will coordinate and liaise with
various stakeholders, including government agencies, other donor-funded
projects, implementing partners, USAID, and other donors. They will foster an
environment of innovation and collaboration to develop mechanisms for
communication, management, and capacity building related to health information
systems and digital health.

Primary Duties
and Responsibilities:
Leads the approaches and strategies of the project for political will, governance structures and processes, and capacity building for health information systems and supports country ownership and governance of data demand and use
Leads implementation of activities to support the implementation of Ethiopia’s Digital Health Blueprint through policy formulation, organizational development, capacity strengthening, and partnerships development
Support the Ministry of Health to develop a vision and strategic plan for diverse HIS/digital health partnership framework
Builds capacity of HIS workforce at all levels of the Etihopian health system
Participates in the senior leadership team and provides high quality technical expertise and capacity building among project staff and stakeholders involved in the system
Supports utilization of high-tech and innovative approaches to improve functionality and adoption of health management information systems and capacity building of stakeholders
Serves as a convener across different stakeholders and levels to foster strategies to ensure effective systems management
Supports the development of work plans and budgets and quarterly/annual reports
Participates in and/or prepares necessary project-related reports, including presentations and white papers
Organizes and supports, as needed, project trainings, conferences, workshops, and meetings.
Participates, and represents the organization as needed, in outside associations, conferences, and symposia
Key Competencies
Required:
At least 5 years of experience working in a strategic/leadership capacity related to policy and governance with the Ethiopia Ministry of Health, donor, or international NGO or related entity, providing guidance and supervision in implementation of strategies or methods
At least 2 years of experience working in developing countries (preferably Africa), Ethiopian country national preferred
Thought leadership in governance for information systems and/or technology for performance management and capacity building for health is preferred
Demonstrated knowledge and application of systems thinking principles
Strong oral and written communication skills, including presentation experience to high-level audiences, fluency in English and Amharic
Proven ability to forge, leverage and manage successful digital partnerships and cooperate with host country governments and international partners in implementing multi-intervention health information system projects preferred
Demonstrated experience with stakeholder management and coordination at national, inter-governmental, and sub-national government levels
Strong analytical and conceptual skills and the ability to think and plan strategically, ability to manage and build capacity of a multi-sectoral culturally and linguistically diverse staff, consultants and counterparts
