Design and implementation of several new requested enhancements will be needed. Many of these enhancements are in support of the WDA 2013 Call for Projects. Senior-level technical consultant services are needed to provide the necessary expertise to accomplish this integration of new components into OSMIS, MAERS, and their associated Federal Reporting systems. Some of these projects are internal to WDA and some will require design and architectural decisions to be implemented between multiple State agencies. At a high-level, the technical consulting tasks will include requirements analysis, system architecture definition, design, programming, testing, training, and documentation. Skills in all of these disciplines will be required. The Senior Technical Consultant must be able to function as a team member in a group environment as well as work independently with minimal supervision. This position requires excellent written and verbal communication skills. The Senior Technical Consultant will be expected to perform the following duties: * Determine complex system changes and understand inter-system relationships; * Determine system architecture changes necessary to implement major project enhancements; * Work with various business and technical groups representing multiple state agencies; * Propose, architect, and deliver complex solutions that require changes to multiple systems; * Participate in workgroup(s) to determine system requirements based on federal guidelines, state mandates, program-area changes, and user group feedback; * Analyze state and federal reporting requirements, as necessary; * Understand performance implications associated with requested and recommended solutions; * Recommend new technology improvements that support requested and recommended solutions; * Analyze and implement service requests to create new system functionality and change existing system features; * Provide programming expertise to implement required changes to OSMIS, MAERS, and related systems; * Assist with quality assurance testing and provide quality assurance checks for system changes; * Provide documented solutions for migrating changes and enhancements to training and production systems; * Track updates to systems with version control software. * Provide staff training as necessary.Skills Required Must have 10+ years of demonstrable working experience in systems design, development, and programming medium-to-large scale internet-based systems and applications, including extensive experience in the following specific technical disciplines: * System Design and Architecture => 10+ years * Oracle Database Modeling and Design => 10+ years * Oracle PL/SQL programming experience => 10+ years * UNIX operating system / shell scripting => 10+ years * XML / Web Services programming experience => 10+ years Experience designing and developing web-based applications in a UNIX / Oracle DBMS environment is required. Must have 10+ years of demonstrable web development experience utilizing a variety of the following skills, languages, and development tools: * HTML, CSS, Javascript, JSP, JQuery => 10+ years * Oracle Web Application Server (i.e. 9iAS, Apache, etc.) => 10+ years * Version Control software (i.e. CVS, PVCS, etc.) => 10+ yearsSkills Preferred Demonstrated ability to understand the complexity of / provide solutions for data conversion issues.Experience Required Must have 10+ years of demonstrable working experience in systems design, development, and programming medium-to-large scale internet-based systems and applications. * Previous experience in a technical consulting / technical architecture / lead-developer role is required; * Previous management, supervisory, or team leader experience is required; * Previous experience developing online, batch, and reporting systems is required; * Previous experience conducting development group walkthroughs is required;Experience Preferred Previous experience working with labor exchange and/or workforce development business processes and supporting systems.Education Required This position requires a Bachelor's Degree in Computer Science, Information Systems, or other related field.Education Preferred This position prefers a Master's Degree in Computer Science, Information Systems, or other related field.Additional Information The successful candidate will work in a team environment with State of Michigan DTMB and WDA staff responsible for the analysis, design, programming, and implementation of enhancements and modifications to the OSMIS system and its related WDA systems. The successful candidate must be able to function as a team member in a group environment, as well as work independently with minimal supervision.
