Reporting to the VP, Global Regulatory Affairs, the Gogo Senior Telecom Attorney will lead Gogo Business Aviation’s global policy and regulatory affairs efforts, focusing on telecommunications and connectivity issues under FCC jurisdiction and international legal and regulatory frameworks. This role is pivotal in ensuring favorable operational environments and advancing Gogo’s market access and compliance objectives in key regions worldwide.

Responsible for regulatory compliance, including drafting, filing, and managing applications and other submissions before domestic and international telecommunication regulatorsObtains market access licenses globally, for Gogo GALILEO High-speed, low-latency broadband internet for business aircraftAssist with international regulatory filings working with internal and external personnel, including telecommunication regulatorsProvide strategic, actionable guidance and legal advice, to senior leadership and cross-functional stakeholders on relevant FCC and International legal and regulatory aspects of the businessCreate and implement strategies for interacting and working with domestic and foreign government officials and regulators on achieving Gogo policy objectivesPerform legal and regulatory analysis, advocacy, and support related to FCC and international licensing mattersRespond promptly to legal inquiries and questions from the business and executive stakeholders, providing clear, concise, and business-friendly summaries of regulatory requirementsOversee and ensure compliance with telecom regulations, rules, and industry standards including providing legal advice to product and operations teamsDevelop strategy and technical/policy analysis to support the accomplishment of customer objectivesAnalyze proposed legislation and regulations of importance to the company and advocate in support of public policy that aligns with company prioritiesRepresent the organization’s interests with government agencies, legislators, regulators, and key stakeholders, advocating for policies and regulations that support the organization’s goalsAct on behalf of the organization in trade associations, industry groups, international organizations, or similar ad hoc bodiesQualifications
JD from an accredited law school8-10 years of legal experience with a law firm or at a company working on telecommunications mattersTelecommunications or satellite industry experienceAt least 8 years’ experience in the field of government and regulatory affairs and with FCC and telecommunications-related regulatory mattersRequired Knowledge, Skills, & Experience
Thorough understanding of various international policy and regulations as they pertain to inflight or aeronautical systems, including those of FCC, and other key national regulatory authoritiesPossess the skills and ability to strategically assess and negotiate evolving positions during discussionsAssist in the evaluation of national licensing requirements to meet the organizations planned or anticipated network operations and other business activitiesExperience advising the business on government affairs, regulatory and spectrum management issues, and directing staff on technical, spectrum, engineering, and legal issues which impact Gogo’s business and regulatory requirementsDeep understanding and experience of telecom law practice and principlesCapable of understanding and solving complex telecommunications regulatory and licensing matters in numerous jurisdictionsPreferred Knowledge, Skills, & Experience
5+ years’ experience in federal government contracting, preferably with a defense contractor, telecommunications or other technology organization, or government serviceSupport the drafting, reviewing, and negotiating of contracts, NDAs, and other agreements with customers, sales representatives, resellers, distributors, subcontractors, suppliers, and other business partners
