BASIC PURPOSE:\n
Organizes a variety of training programs for MWRA staff in areas such as administrative procedures, plant operations and maintenance job skills, safety, and other technical related skills as well as training for professional skill development. Works with Procurement to select training vendors appropriate to MWRA training needs.\n
SUPERVISION RECEIVED: \n
Works under the general supervision of the Manager, Training and Development.\n
SUPERVISION EXERCISED:\n
May provide direction to administrative staff or an intern.\n
ESSENTIAL DUTIES AND RESPONSIBILITIES: \n\nPlans, develops and selects administrative, professional and technical training courses for MWRA staff. Works with Procurement to ensure appropriate application of procurement procedures for vendor selection. Drafts documentation to support vendor solicitation processes and selection.\nCreates skills\/development surveys and analyzes position tasks. Gathers and reports on training needs identified by supervisors and assists in the preparation of reports to recommend training programs.\nReviews training course presentations, including LinkedIn courses, to ensure appropriate course outline and content, selection of media, and training materials.\nCoordinates data collection and generates reports from Learning Management System (LMS) to assist in the evaluation of training program effectiveness.\nWorks closely with the Health and Safety Department to identify, procure, develop, and deliver training consistent with OSHA guidelines.\nMonitors training delivery for consistency between course content and actual job requirements.\nMonitors in-person and virtual training sessions as needed to ensure appropriate delivery of training as defined in training program specifications. Assists outside vendors\/instructors or training staff with instructional presentations.\nAdvises supervisory personnel in training methods for their effective presentation of department-specific instruction.\nInforms employees of available courses and related training options appropriate to their career goals and plans. Advises on ways to meet relevant license and certification requirements and the availability of educational assistance.\nPerforms a variety of related administrative duties such as assuring availability of adequate training materials and equipment, coordinating class schedules, overseeing the maintenance of training\/employee skills records, and development of promotional materials.\nUpdates LMS with courses, sessions, registration, and attendance. Creates custom reports through the LMS.\nDelivers training as required.\nCoordinates and tracks performance evaluations as needed.\nCoordinates facility arrangements and schedules.\n\n

MINIMUM QUALIFICATIONS:\n
Education and Experience:\n\nOrganizational and management knowledge and skill as normally attained through a Bachelor's degree in training, education, human resources, or a related field; and\nAt least four (4) years of experience, preferably in water\/wastewater operations or a public sector environment, in education, training, or human resources with at least two (2) years of experience with adult learners; or\nAny equivalent combination of education or experience.\n\n
Necessary Knowledge, Skills and Abilities:\n\nProfessional-level knowledge of training resources, methods and practices.\nUnderstanding of instructional methods and vocational counseling.\nExcellent written and oral communication and presentation skills.\nExperience in teaching, and familiarity with multi-media training techniques.\nExperience with MS Office Suite and working with a learning management system.\nProficiency is using virtual platforms such as WebEx to deliver training.\n\n
SPECIAL REQUIREMENTS: \n
A valid Class D driver's license.\n
TOOLS AND EQUIPMENT USED:\n
Office machines as normally associated, with the use of telephone, personal computer including word processing and other software, and multi-function devices, including copier, fax machine, printer, and scanner.\n
