This is a hybrid role, primarily working remote with expectations to engage in person as needed in Michigan. Primary focus will be Michigan, with an opportunity to virtually support multiple states. Purpose
Workforce Development expert in two or more Workforce Development domains and deep expertise in one domain. External facing role requiring expert level of partnership with community organizations to design and implement workforce development programming and seek funding opportunities. Crafts workforce development strategies that support the creation of talent pools aligned to organization workforce needs. Collaborates with HR Business Partners, Talent Acquisition Leaders and hiring managers across area of responsibility to address workforce gaps. Maintains excellent relations with key stakeholders and delivering top-notch programs through national and community partnerships. Maintains consistency of employer brand to attract and develop diverse top talent.

Workforce Development Services: Provides project leadership, guidance, and project management. Leads the design, implementation, and evaluation of workforce development programs, within area of assigned responsibility to align with business needs. Partners with workforce planning, Talent Acquisition Leaders, HR Leaders, hiring managers, other internal stakeholders, and external stakeholders in the deployment of business strategies focused on building sustainable and scalable workforce programs. Researches, analyzes, and compiles data related to workforce needs. Communicates research to leadership. Supports the identification of workforce trends and the communication of those trends to talent supply partners to drive talent outcomes.
Workforce Development Solutions: Provides solution development for strategic alliances, collaborations, and partnerships with educational and training providers, workforce agencies, community and national organizations, and other employers. Leads assigned projects related to workforce development, pursuing creative responses to novel situations. Works with leadership to conduct competitive intelligence research by developing competitor opportunity lists, by building a knowledge base that evolves along with the organization, by identifying functional skills in competitor organizations, and by mapping competitor positions.
Workforce Development Program Enablement: Creates and maintains program documentation including; FAQs, Guidebooks, service delivery contracts, training agreements and Registered Apprenticeship standards. Develops opportunities for strategic alliances, collaborations, and partnerships with educational and training providers, workforce agencies, community organizations, and other employers. Advises external partners in the design of programs and processes to educate and equip potential talent for defined needs.
Project Management & Reporting: Define program, project, or process objectives, identify customers/stakeholders and their interests, plan steps, and to coordinate resources to accomplish goals and objectives. Tracks outcomes of workforce development programs and assists with multiple projects in collaboration with various COEs including Talent Acquisition Leadership and other internal stakeholder groups. Utilize metrics to drive results, reports progress & outcomes to client leaders. Ability to utilize labor market reports to advise workforce development initiatives. Design tracking mechanisms and manage dashboards for workforce development projects.
Advisor & Coach: Serve as advisor and ambassador of OE services, solutions and industry best practices to inform and influence business decisions nationally and locally for internal business leaders and locally with external business and educational community partners. Engages internal partners as appropriate in other Service Areas, COEs and practice areas. Supports leadership in the mentoring and orientation, education, and development of Workforce Development colleagues.
Maintains a working knowledge of applicable Federal, state & local laws/regulations, Trinity Health Integrity & Compliance Program & Code of conduct, as well as other policies & procedures to ensure adherence in a manner that reflects honest, ethical & professional behavior.
Minimum Qualifications
Bachelor’s or equivalent experience. 7+ year’s progressively more complex workforce development or program design experience; 6+ years in project planning & intervention/solution development & deployment; Specific proven experience with project management, decision support & data analysis. Experience and emerging expertise in two domains. Demonstrated ability to build and maintain successful community partnerships.
Additional Qualifications (nice to have)
Master’s degree: Experience consulting and working in Workforce Development, Talent Acquisition, and career strategies across multiple industries, including healthcare, preferred.
Physical and Mental Requirements & Working Conditions
Operates in a typical office environment. The area is well-lit, temperature controlled and free from hazards.
Communicates frequently, in person and over the phone, with people in all locations on product support issues. Hearing needed for extensive telephone and in person communication. Manual dexterity needed to operate a computer keyboard. Must be able to adapt to frequently changing work priorities and be able to prioritize and balance the requirements of working with the System Office and Regional Health Ministries (RHMs).
Must be able to work concurrently on a variety of tasks/projects in an environment with individuals having diverse personalities and work styles. Ability to concentrate, meet deadlines, work on several projects simultaneously and adapt to interruptions. Must be able to set and organize own work priorities and adapt to them as they change frequently.
Must be able to travel to the various Trinity Health sites as needed. Ex. meetings for group consultations and facilitation, learning and development sessions, etc. [Up to 25% - May vary pending base location, assignments and/or OE service alignment]
