Role: Mobilization Manager-FIFO

Role Summary/Purpose
The Mobilization Manager will lead and orchestrate all startup components of the locomotives Maintenance Service Agreement (MSA), ensuring contractual obligations are met and service operations excel. This role will coordinate cross-functional teams to establish essential frameworks, processes, and procedures for successful locomotive service operations. As a key member of the customer-facing leadership team, this individual must demonstrate strong influence across multiple business functions.

This role will be based in Guinea near the port of Morebaya on a rotational basis (FIFO) of 60 days on and 15 days off. The operation is 24/7 running two 12-hour shifts. Accommodation will be provided at the maintenance facility. Mobilization and demobilization air and land transportation will be provided by Wabtec.

This role will be eligible for an assignment allowance.

Essential Responsibilities

Orchestrate resources, equipment, and cross-functional teams to deliver service requirements on schedule and within established budget parametersDirect comprehensive project management including timelines, budgets, and scope for multiple service initiatives critical to successful operations launchConduct risk assessments related to contractual obligations, project delivery, and service operations, implementing strategic mitigation plansDevelop and implement robust financial models and operational budgets for MSA service operationsEstablish comprehensive security protocols and Environmental Health & Safety (EHS) frameworks to foster a safety-first cultureSpearhead the development of end-to-end materials management systems, including procurement, import/export, inventory control, and logistics at both country and workshop levelsEnsure timely acquisition and deployment of all required Plant & Equipment (P&E) and specialized tooling to support service excellenceLead facility optimization initiatives, including layout design and improvement projects to maximize safety, quality, and operational efficiencyChampion Lean methodologies while developing standardized workflow processes and detailed operating proceduresFormulate and implement quality assurance protocols and methodologies to ensure service excellenceDesign and establish performance reporting frameworks for contractual milestone tracking, customer-facing KPIs, and internal performance metricsGenerate and present comprehensive performance analytics covering contract compliance, service delivery metrics, and financial outcomes to executive leadershipServe as principal architect for the comprehensive operational playbook governing account managementAssume full ownership for the successful execution of all service launch checklist deliverables and requirements

Qualifications/Requirements

Post Graduate Degree in a Technical discipline from an accredited College or University.Minimum of 5 years in rail or similar industryExperience, willingness, and ability to work in shop environment and to work various shifts on various days as required.Demonstrated understanding of Wabtec or GE Locomotives.Experience in maintenance agreement setup, preferrable in a rail or similar industryStrong leadership and Interpersonal skillsAbility to interface with different levels of internal and external customers.Proven Project management experience. PMP or similar accreditation will be an added advantageFluent in English and Mandarin.
