With the Division Chief, this position is responsible for directing, planning, organizing, and controlling the statewide functions of the Department's Services Division. The division consists of conservation engineering, land and access acquisition, habitat and access maintenance, information technology, geographic information system, and wildlife forensic/fish pathology programs. This position is responsible for the division's day-to-day operations and oversight of approximately 53 permanent and 20 contract personnel. This position oversees the development and management of the division's budget, which is currently $16 million per year. This position serves on the agency's senior leadership team. Provides leadership, oversees, manages, directs, and evaluates work activities, programs, and employees within the Services Division. + Develops, reviews, and makes recommendations on strategic and other plan objectives and goals at a Department and Division level. + Writes and edits technical and non-technical documents and agreements. + Confers with staff and representatives of other divisions, sections, or work units of the Department to agree on decisions, clarify information and resolve common problems. + Writes policy and operating procedures for the Services Division. + Directs, instructs, and counsels subordinate personnel who are supervisors or section managers. Assists the Services Division Chief in planning for better use of material and personnel, examining results, and making decisions to accomplish Department objectives. + Communicates and coordinates with other state and federal agencies, departments, and non-governmental organizations (NGOs), including the public, on Department programs specific to the Services Division issues. + Provide technical information to the Wyoming Game and Fish Commission, governmental agencies, non-governmental organizations, and the public so they can make informed decisions on issues affecting the Department, including capital construction projects, property rights, facilities management, and habitat management. + Provides direction, review, and oversight for Services Division budget development and approval, ensuring budgetary needs for all Division programs are addressed. + Prepares for, attends, and participates in Commission meetings. Serves as a member of Staff for the Department, which collectively addresses management issues, policies, and overall Department priorities. + Assists Division Chief with personnel functions such as interviewing applicants, new employee orientation, discipline, performance appraisal, and making recommendations for promotion, demotion, and transfer of employees, as assigned. + Participates in developing an annual plan of work activity, including habitat projects, land acquisition, capital construction, and information technology. Qualifications PREFERENCES/**AGENCY REQUIREMENTS: Preference may be given to individuals with work experience in fish and wildlife management. Preference may be given to those with experience in running a medium to large division. Preference may be given to those with a Bachelor's Degree and at least 5 years of progressive work experience Preference may be given to those with experience in the supervision of multiple work units. **Must have a valid driver's license. KNOWLEDGE: + Skill in managing and leading large work units or divisions. + Knowledge of all facets of agency operations, as well as, current events and issues at the regional and national levels. + Knowledge of fish and wildlife population and habitat management. + Skill in reviewing and guiding organizational and work unit performance. + Knowledge of conservation engineering, information technology, and property rights acquisition and management; knowledge of human dimensions, strategic planning, and annual reporting. + Skill in verbal and written communications; skill in supervision, leadership, and team building; skill in developing and managing complex budgets; skill in negotiating and resolving internal and external conflicts; skill in prioritizing and allocating finite personnel and financial resources to meet the agency's goals and objectives. + Knowledge of principles and concepts associated with Wyoming State Government, including legislative and executive branches. MINIMUM QUALIFICATIONS: Education: Bachelor's Degree (typically in Wildlife Management) Experience: 4-6 years of progressive work experience (typically in Wildlife Management) with acquired knowledge at the level of a Game and Fish Manager II OR Education & Experience Substitution: 6-8 years of progressive work experience (typically in Wildlife Management) with acquired knowledge at the level of a Game and Fish Manager II Certificates, Licenses, Registrations: None Necessary Special Requirements PHYSICAL WORKING CONDITIONS: + Statewide travel is required.
