SEXUAL ASSAULT PREVENTION RESPONSE VICTIM ADVOCATE (SAPR VA) (TITLE 5)
Summary This a National Guard Title 5 Excepted Service Position. This National Guard position is a Permanent GS-0101-11 SEXUAL ASSAULT PREVENTION RESPONSE VICTIM ADVOCATE (SAPR VA) (TITLE 5), Position Description Number T5555P01 and is part of the 131st Bomb Wing but will be located in St. Joseph, Missouri. This is a non-bargaining position. Responsibilities Perform essential victim service, advocacy, and support duties. Conduct mandated initial risk screening. Coordinate which cases can be managed independently with the SARC, employing judgement and problem-solving skills to identify a victim's specific needs and service delivery. Assist the victim in prioritizing actions and identifying short and long-term options to support needs and recovery. Uphold the rights and confidentiality preferences of victims consistently throughout the reporting process. Support victims when contacting appropriate offices and facilitate warm hand-offs as requested. Perform a series of complex assessments using trauma-informed approaches for all reports of adult sexual assault. Demonstrate highly adaptive application of strategies and skilled advocacy practices in identifying, establishing, and modifying victim advocacy support and assistance. Implement mandatory standardized risk screening protocols to address immediate risk and safety concerns and apply strategies to develop tailored interventions that address the needs of individual victims. Provide assistance to victims in securing medical treatment for physical and psychological injuries. Inform victims of the resources available to report instances of sexual assault related retaliation, reprisal, ostracism, maltreatment, sexual harassment, or to request a transfer. Develop detailed case management plans with short and long-term goals and objectives and engage in ongoing support activities tailored to the victim’s needs. Safeguard the interests, rights, and privacy of victims who lack the capacity to make informed decisions independently during and after the course of the professional relationship. Successfully complete DoD-approved training and professional development to stay informed about best practices and emerging issues and maintain D-SAACP certification. Record training attendance, disseminate, collect, and support analysis of course evaluations, coordinate guest speakers, and support marketing and communication efforts. Demonstrate proactive awareness of vicarious trauma and support efforts to address and build individual and organizational resilience. Performs other duties as assigned. Requirements Conditions of Employment Qualifications GS-11 SPECIALIZED EXPERIENCE: Must possess at least one year of experience, education or training equivalent to the GS-09 grade level or equivalent that provided experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources; and knowledge of the organization and its mission and utilized the organizational staff procedures and experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions. This specialized experience must also include the ability to effectively communicate both verbally and in writing with all levels of management, staff, and military personnel and their families; ability to develop trusting relationships within the scope of supporting sexual assault victims and knowledge of the duties, priorities, commitments, policies, and program goals of the SAPR program sufficient to provide available and appropriate resources. In order to obtain the D-SAACP, you must not possess any of the automatic disqualifying conditions per DoDI 6495.03 (Section 3.2a. 1-7). Conditions of Employment Continued: Must possess a valid driver's license and have the ability to operate a motor vehicle should the need arise to operate a government vehicle/motor pool vehicle. This is a Testing Designated Position (TDP).? The employee is subject to random drug testing.? Pre-employment drug testing and participation in random drug testing is a condition of employment.? Note:? The caveat is that the states, territories, and the district cannot drug test until a drug free workplace policy has been established and approved by the United States Department of Health and Human Services.? This is an Essential Personnel position and may be subject to a maximum of 14 days of duty per year in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a year must be approved in advance by the National Guard, Director of Manpower and Personnel (NGB-J1).? (Include legible copies of transcripts showing awarded degree with application.) OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field (e.g. counseling, psychology, etc.). The quality of the combination of education and experience must be sufficient to demonstrate the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. OR Four years of appropriate experience that demonstrated the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Applicants may meet minimum qualification requirements through experience equivalent to a 4-year degree. When education is required or substituted for experience, you must submit copies of college transcripts with the application packet. Unofficial copies may be submitted for application purposes, but placement will not occur until official transcripts have been provided.
