Summary THIS IS AN INDIANA NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This position is in the Excepted Service under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA) This position is part of the IN Joint Forces HQ TAG, Indiana National Guard under Position Description Number PD#T5921000. Responsibilities Serve as the single point of contact to coordinate response activities and oversee both military and civilian Sexual Assault Response Coordinator (SAPR) Victim Advocates (VAs). Apply basic strategies for skilled communication, including developing rapport and actively listening, to perform essential victim advocacy and support duties for adult cases of sexual assault as outlined in Department of Defense and Service policy. Serve as the single point of contact for command notification regarding sexual assault reports within their AOR and have unimpeded access to the victim and subject’s Commander. Provide expert guidance to SAPR VAs on the completion of the “Victim Advocate Recommendations to the Commander,” finalize the recommendations package and provide to victim’s Commander for decision. Guide SAPR VAs in their efforts to implement mandatory standardized risk screening protocols to address immediate and ongoing risk and safety concerns and develop tailored interventions that address the needs of individual victims. Advise SAPR VAs on how to prioritize confidentiality and informed consent standards when advising the victim on the purpose of any information shared during each interaction. Inform victims of the resources available and manage reports of retaliation, reprisal, ostracism, maltreatment, or to request a transfer in accordance with DoD and Service policy. Manage SAPR cases and referrals, to include data entry of official reports of sexual assault and SAPR Related Inquires into the Defense Sexual Assault Incident Database (DSAID). Assist in program evaluation and improvement initiatives by providing feedback and suggestions to the Supervisory Principal SARC and Sexual Assault Prevention and Response Advisory Committee (SAPRAC), as applicable. Ensure that the organization’s strategic plan, mission, vision, and values are communicated to the SAPR VAs and integrated into the team’s strategies, goals, objectives, work plans, work products, and services. Resolve simple, informal complaints from SAPR VAs and refer other complaints, such as formal grievances and appeals, to the Supervisory Principal SARC or an appropriate management official or office. Performs other duties as assigned. Requirements Conditions of Employment Qualifications BASIC REQUIREMENT: Degree: 4-year degree behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences. or Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences. or Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field SPECIALIZED EXPERIENCE: 1 year specialized experience equivalent to at least the next lower grade level which at the GS-11 level includes: Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions. Moreover, must have experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions. Skill in assessing installation program needs to accomplish goals and objectives, evaluating program results and effectiveness, and recommending and/or implementing solutions for improvements. Ability to effectively communicate both verbally and in writing with all levels of management, staff, and military personnel and their families. Knowledge of complex organizational dynamics, impact of management styles, organizational cultures, and ethics sufficient to identify and propose changes that resolve systemic problems. Skill in applying knowledge to accomplish a variety of difficult and complex work assignments in carrying out the SAPR program. Ability to develop trusting helping relationships and to work effectively with individuals and families from diverse racial, ethnic, religious, and socioeconomic backgrounds. Skill in providing culturally informed services that empower marginalized individuals and adapt support strategies to align with the cultural, social, and personal contexts of each victim. Knowledge of the available military and civilian resources on-installation and off- installation, what each resource can provide for a victim, and limitations and/or exceptions to confidentiality that may apply for to each resource. Education Educational Requirement: Degree: behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral social sciences equivalent to a major in the field.
