The SHE Officer is responsible for ensuring the safety, health, and environmental (SHE) procedures and policies are effectively implemented and adhered to across the commercial office site. This role involves identifying and mitigating risks, promoting a culture of safety, managing travel and general security, and ensuring compliance with relevant legislation and corporate standards.

The SHE Officer manages incident management, Business Continuity Management (BCM), pandemic planning, contractor safety, and actively participates in Group SHE community initiatives and Communities of Practice (COP). Specific knowledge of Singapore's Workplace Safety and Health (WSH) regulations, NEA environmental reporting requirements, and critical thinking skills are essential. 

The Opportunity

Develop, implement, and maintain safety, health, and environmental policies and procedures in compliance with applicable Singapore WSH regulations (e.g., WSH Act, WSH (Risk Management) Regulations). Conduct regular safety audits, risk assessments, and inspections according to WSH (Risk Management) Regulations and comprehensive audit requirements.

Identify potential hazards and implement corrective actions to prevent incidents. Investigate and report on accidents, incidents, and near misses, ensuring root causes are identified and mitigated as per WSH (Incident Reporting) Regulations. Conduct emergency response drills and ensure all staff are trained on emergency procedures, adhering to WSH (Emergency Response Preparedness) Guidelines.

Occupational Hygiene and Health: Control workplace hazards that could harm employees’ health through anticipation, recognition, evaluation, and control of environmental factors or stresses, in line with WSH (General Provisions) Regulations. Promote workplace health and well-being initiatives.

SHE Induction and Training: Develop and deliver SHE induction programs for new employees, ensuring they are aware of safety policies, procedures, and regulations.

Health Surveillance of Employees in the Roche Group: Conduct regular health surveillance to detect early signs of work-related ill health and manage any potential health problems early, in accordance with Singapore’s WSH (Medical Examinations) Regulations.

Ensure compliance with environmental legislation and corporate policies. Energy: Promote energy efficiency and responsible energy use within the organization, following Singapore’s Energy Conservation Act. Submit NEA Mandatory Packaging Reports and develop and implement 3R (Reduce, Reuse, Recycle) plans to comply with the Singapore Packaging Agreement.

Manage waste reduction strategies and recycling programs in compliance with Singapore’s Resource Sustainability Act and E-waste regulations. Conduct environmental impact assessments and implement recommendations (e.g. Waste Management).

Risk assessment, safety training and incident management for employees and goods. Develop, implement, and maintain business continuity plans for the office site  and offsite events .Actively participate in Group SHE community initiatives and contribute ideas for improvement, & engage in Communities of Practice related to SHE to share knowledge, experiences, and best practices.

Who you are

You should hold a Bachelor’s degree in Occupational Health and Safety, Environmental Science, or related field with at a minimum 5 years of experience in a similar role, preferably within a commercial office environment.

You should have Certification in safety management (e.g., NEBOSH, IOSH) preferred, and security Management (e.g., CPP, PSP) is a plus.

You should have thorough knowledge of Singapore's Workplace Safety and Health (WSH) regulations and best practices with experience with occupational risk assessment tools and techniques.

You should have experience in travel risk management, crisis response, incident management and BCM with knowledge of physical security systems and best practices as well as amiliarity with E-waste regulations in Singapore.
