Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SHEET METAL MECHANIC SUPERVISOR, Position Description Number PDD0791000 and is part of the MA ANG 104th FW, National Guard. Responsibilities Planning: Plans and schedules specific work assignments on a daily or project-by-project basis within specified time requirements. Arranges for adequate personnel, materials and equipment to accomplish the work. (2) Work Direction: Assigns tasks to be performed. Explains prescribed methods and procedures; instructs subordinates on new procedures and provides assistance on problems. Reviews work in progress and on completion. Obtains approval from supervisor for changes in standard or prescribed procedures and changes in work operations. Suggests ways or methods to improve operations or reduce costs. (3) Administration: Recommends individuals to fill vacancies or for promotion or reassignment. Assists in the establishment of performance standards and makes recommendations for performance appraisals. Counsels with employees on disciplinary issues and recommends disciplinary action. Attempts to resolve informal complaints and grievances, referring unresolved or more serious issues to supervisor. Conducts on-the-job training and recommends employees for formal training programs. Schedules leave and approves leave for short periods of time. Encourages employees to participate in suggestion or cost reduction programs. Ensures that regulations governing safety and housekeeping are observed. Explains and implements such personnel programs as equal opportunity, position management, position description review, and labor relations. Maintains production reports and records. (4) Performs the nonsupervisory functions of the organizational segment supervised. (5) Implements safety regulatory requirements. Ensures that subordinates wear appropriate safety equipment and follow pertinent safety precautions. (6) Prepares for and participates in various types of readiness evaluations, inspections, mobilization and command support exercises. May be required to perform additional duties such as structural fire fighting, aircraft fire/crash/rescue duty, security guard, snow removal, munitions loading and handling, heavy equipment operator, maintenance of facilities and equipment, or serve as a member of a team to cope with natural disasters or civil emergencies. (7) Performs other duties as assigned. Work involves climbing, stooping, standing, bending, stretching, and working in tiring and uncomfortable positions. Requires moderate to strenuous physical exertion. Lifts heavy equipment and components that can weigh up to 40 pounds. Assistance is available to lift heavier items. Works inside and outside, in inclement weather, on icy, wet, and slippery ramps, aircraft surfaces and work stands, and in temperature and humidity extremes. Subject to dangers from exposure to toxic fumes, high pressure air and fluids, fast actuating metal aircraft surfaces such as landing gears, speed brakes, missile doors and flaps, engine noise, heat blast, intake suction, explosive munition, electrical voltage, cartridge actuating devices, liquid oxygen, volatile and inflammable fuels, lubricants, paints, and solvents. However, any current permanent military technician who is selected for this position will retain their Tenure 1 or 2 (permanent) status as applicable. All other selectees will be Tenure 3, and will receive the same benefits and entitlements as the Tenure 1 employee, but will be considered Tenure 3 for the purposes of reduction in force. If a permanent resource becomes available, and at the discretion of the Agency, a Tenure 3 incumbent may be converted to a permanent appointment without competition." AREA OF CONSIDERATION: Open to current members of the 104th FW. See Tiers below: Tier 1 - Open to all current permanent full-time employees (Tenure 1 and 2 technicians and permanent AGRs) with the104 FW. Tier 2 - Open to all eligible under Tier 1 (above), plus current temporary full-time employees (Tenure 3 and 0 technicians, and One Time Occasional Tour AGRs) with the104 FW. Tier 3 - Open to all eligible under Tiers 1 and 2 (above), plus current members of the 104 FW Drill Status Guardsmen (DSG) Positions will be advertised for a total of up to 30 calendar days under the following criteria: (1) At the request of the Selecting Official, if applications are received from individuals who meet the qualifications of Tier 1 within the first 10 days, the posting will close, and an interview panel will be conducted. (2) If conditions of Tier 1 are not satisfied, the posting will continue for another 10 days, and-at the request of the Selecting Official-close after that if applications meeting eligibility under either Tier 1 or Tier 2 are received, and an interview panel will be conducted. (3) If conditions of Tier 1 or Tier 2 are not satisfied, the posting will continue for the remaining 10 days, for a total of 30 days. NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position Constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. GENERAL EXPERIENCE: Must have experience with Fabrication, repairs and installs a variety of standard sheetmetal articles and equipment such as heating, air-conditioning and ventilating systems, down spouts, gutters, partitions and refrigeration compartments. Plans and lays out work from blueprints, drawings, sketches and work orders. Determines work sequence. Selects materials, equipment and tools to be used. Sets up and operates a variety of sheetmetal machines to bend and form light gage metals into desired shapes, allowing for seams, joints, laps, and shrinkages. Joins parts by riveting, soldering and spot welding. Installs sheetmetal sections with bolts, rivets, screws, and other fastening devices. Uses hand and power tools of the sheetmetal trade. Uses shop mathematics in developing templates and patterns used to lay out work. Makes independent judgments and decisions within the frame-work of oral and written instructions, and accepted trade practices, processes and procedures while completing assignments. Continually handles objects weighing up to 9 kilograms (20 pounds) and occasionally handles objects weighing up to 23 kilograms (50 pounds). Frequently works in awkward and cramped positions. SPECIALIZED EXPERIENCE: Must have experience in planning, laying out, and constructing manufactured items and systems with dovetailed, set-in bottom, burred-bottom, wired, or lock seams; - using complicated measuring instruments such as protractors; calipers; snap ring, height, depth, dial, and screw pitch gauges; and other hand measurement devices to measure plans and projects; - operating complicated shop tools and equipment, for example, hand or powered crimping, burring, turning, and beading machines and soldering and welding equipment; and - working with various metals, including magnesium, honeycomb material, alloys, stainless steel, and copper sheet. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of months/years. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
