Shelter & Billeting Manager
Overview ***This position will be physically located in The Marshall Islands in support of LOGCAP*** Directly responsible for providing accompanied and unaccompanied housing. Manages the day to day cleaning. Directly responsible for providing and maintaining Billeting On-post for U.S. Military, DOD Civilians, and Coalition Forces. Directly responsible for property book accountability of all equipment for the Billeting office. Manages property inventory using an automated supply data base for leased units. Perform Quality Control on receipt of new equipment. Supervises multi-cultural team of personnel in delivery, receipt, issue and return of equipment and supplies. Direct, track and maintain records for change of hand receipt holders. Oversees the processing of adjustment documents to reflect losses, gains or applicable changes. Performs turn-ins of excess or unserviceable equipment. Establishes and Maintain supporting documents, files of all issued equipment for the housing section. Works in a challenging and fast pace job with lots of last minute changes, that you must attend to as fast as possible, in order to satisfy the customer. Responsibilities This position description is subject to change at any time as need to meet the requirements of the program or company + Exact knowledge of all employees and their responsibility for the housing office, and participate in the career development of employees + Able to react to last minute changes in a timely manner + Oversee the administrative processing and maintenance of Housing documents to reflect losses, gains or applicable changes of personnel and equipment + Plans, develops, and directs logistical and coordination support for multiple and simultaneous billeting and furnishings support requirements + Interfaces with designated government representatives (i.e. COR, ACO, ACC), Vectrus Management, and other Vectrus Contractor elements to assure smooth operations and compliance with Government directives, standards, and needs + Responds to all Quality/Safety non-compliance concerns/issues (i.e. Customer comments, ICARs, NCR’s) to quickly resolve findings, identify, and implement measures to prevent further occurrences + Develops Billeting Occupancy Plans, SOP’s, Work Instructions, and training plans that support contractual requirements + Reviews and approves bi-monthly work schedules, subordinate work assignments, time cards, and initiates overtime forecasts requests as needed to meet mission requirements + Responsible for Key control, property book, and GFE accountability of all equipment for the Billeting office + Performs other duties and assignments as required Qualifications + Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required. + Must be CAC eligible and/or able to obtain a Common Access Card (CAC) + High school graduate or equivalent is required + BA/BS in Hotel management or equivalent experience such as U.S Army, DPW Housing Management is preferred + Experience: + Approximately 3 years of hotel/housing experience with at least 1 year of reservation/scheduling experience + Familiar with U.S. Army Protocol and DPW Housing operations + Must have 5+ years of customer service experience + A thorough understanding of Furnishings management including all facets of military in and out-processing + Working experience of inventory and rotation operations + Preferred Supervisory experience and two to three years of experience managing junior leadership and entry-level employees + Skills: + Fluent in spoken and written English + Familiar with military rank structure, and US Army regulation and pamphlets + Proficient in intermediate-level MS Office software applications such as Word, Excel, Access and Power Point + Possess strong problem solving skills and should be able to maintain good relations with the USG and Customers by communicating effectively and building a rapport with them + Flexible and have excellent interpersonal skills + Able to recognize and quickly resolve customer issues, and work independently with little or no supervision + Handle multiple tasks at any given time + Must possess excellent supervisory and management skills + Need to be able to delegate work to the subordinates according to the changing priorities of the USG and Customers + Good organization and training skills are essential + Demonstrate strong leadership and influencing skills + Supervisory Responsibilities: + Will have direct oversight of Billeting Supervisor/Leads and Furnishing Warehouse Supervisor/Lead + May provide budgets and have signature authority + Working Conditions: + The worker is subject to extreme cold. Temperatures typically below 32 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions, such as wind and humidity + The worker is subject to extreme heat. Temperatures above 100 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions, such as wind and humidity + The worker is subject to noise. There is sufficient noise to cause the worker to shout in order to be heard above ambient noise level + The worker is subject to hazards. Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals + Physical Requirements: + Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work + Employee use of personal protective equipment (PPE) is required for some situations.
