Responsible for the management and oversight of the operations shifts for a 1250-MW natural gas-fired combined cycle plant, consisting of two (2) 2X1 power blocks - GE7FA gas turbines and D11 steam turbines with Mark VI controls. Perform coordination of all day-to-day operations priorities including utilization of Maximo processes to drive equipment maintenance ensuring that the facility is properly operated and maintained to provide safe, reliable, and efficient electric power generation. Responsibility and accountability for the Corporation's financial, technical, and business interests at the generating facility. Responsible for providing reliable and efficient electric power generation in compliance with corporate safety policies and procedures, mandatory electric reliability standards, FERC, EPA, EPD, OSHA, DOT, and all applicable governmental regulations.
Job Duties:
+ Manage the day-to-day plant operations (scheduling, manpower utilization, etc....), and support maintenance programs to ensure safe, efficient, and reliable plant operations, complying with corporate policies and procedures, and all governmental regulations. Provide interface with corporate departments, as needed, on planning, accounting, budget, engineering, reporting, and personnel issues and problems. Provide direction, supervision, and QA/QC to personnel at the plant. As well as perform hands-on production technician work tasks/duties and operation of the control board including start-up/shutdown.
+ Develop and maintain accountability for the generating facility operating procedures to ensure safe, efficient, and reliable plant operations, as well as enhance equipment longevity, complying with corporate policies and procedures, and all government regulations. Coordinate necessary reviews and revisions to ensure procedures are accurate and current with best management practices.
+ Coordinate the development and implementation of operations' developmental and technical training programs to support a formal progression process for operations associates and the Operational Excellence Program/Standards, supplemented with on-the-job training to obtain maximum proficiency of personnel.
+ Analyze, troubleshoot, and resolve plant issues as assigned to ensure facility safe and reliable operations.
+ Provide periodic performance reviews, a minimum of semi-annually, to all direct reports with formal development plans that link to their job succession.
+ Provides leadership and ownership of all compliance programs (OSHA, EPA, DOE, NERC/SERC, etc....) driving Operational Excellence Standards. Supports all procedures and mandatory reporting requirements. Serve as the EH&S Liaison/Champion in various capacities to support programs.
+ Provides project and contractor management (as needed) and supports the strategic and budget planning process.
+ Maintains job-related qualifications, system knowledge, and understanding of OPC policies and procedures (Emergency Action Plan, Equal Employment Opportunity, and Affirmative Action Plan laws and directives as they apply in all employment practices).
+ Perform all other work-related duties as assigned.
Required Qualifications:
Education : High School Diploma or equivalent required.
Experience : Ten (10) years of progressively responsible experience operating in a power plant environment including nuclear, coal, or gas-fired power station, and has demonstrated the ability to perform satisfactorily at a supervisory level. Specific rotating shift operations experience desired including control room experience.
Equivalent Experience : BS Degree in a technical field or equivalent, and six (6) years of progressively responsible experience in operating and maintaining a thermal electric power station and has demonstrated the ability to perform satisfactorily at a supervisory level.
Two (2) years of college or technical school in a related technology program and eight (8) years of progressively responsible experience in operating and maintaining a thermal electric power station and have demonstrated the ability to perform satisfactorily at a supervisory level.
Specialized Skills :
+ The ability to develop instructions from technical manuals, journals, drawings, and other related material; effectively communicate, both orally and in writing using the English language.
+ Decision-making capabilities.
+ Must pass the Basic Aptitude/Skills exam.
+ Ability to use personal computers, including but not limited to word processing, spreadsheets, and database applications.
+ Ability to plan, lay out, assign, supervise, and inspect the work of others.
+ Basic management/supervisory skills.
+ Ability to troubleshoot equipment/system malfunctions.
+ Ability to design modifications to equipment/systems as required to improve plant operations.
+ Ability to design new equipment/system installations as required to improve plant operations.
+ Ability to evaluate predictive maintenance data to determine the condition of the plant equipment.
+ Lift weight up to 75 pounds.
+ Discernment of the colors red, green, amber, and blue.
+ Ability to successfully complete a physical and respirator fit test.
Licenses, Registrations, and/or Certifications : Valid driver's license, which meets the insurance eligibility requirements under Oglethorpe Power's Driver Qualification Program.
