Program Overview
SIAP SIAGA - The
Australia and Indonesia Partnership in Disaster Risk Management is a five-year
program implemented from 2019 to 2024, financed by the Government of Australia
- Department of Foreign Affairs and Trade (DFAT) and managed by Palladium. The goal
of the SIAP SIAGA program is to strengthen Indonesia’s management of disaster
risk, and support engagement between Australia and Indonesia on humanitarian
affairs and disaster risk management in the region. The outcomes of this
investment have both a domestic focus on improving the disaster management
system to build national preparedness and deliver disaster management services
at the subnational level, and a regional focus to support improvements in
disaster management and humanitarian preparedness and response in the
Indo-Pacific.
To achieve its outcomes and goal, the SIAP SIAGA seeks to produce the following intermediate outcomes:
Improved coherence of the disaster management system, including workflows and decision-making processes.Intergovernmental clarity on ways of working and protocols are improved to support effective disaster management at all levels of governments and in communities. Improve quality of information and analysis for targeted communications within government and with the public at large.
The Program is
implemented at the national and sub-national levels in support to the National
Disaster Management Agency (BNPB) and other relevant government institutions,
civil society organisations and multilateral agencies. At the sub-national level, the program
operates across several provinces (NTT, NTB, Bali and East Java) in
Indonesia. One of the priority
initiatives that SIAP SIAGA supports is disaster risk assessment for one of the national priority projects, namely the KSPN or National Tourism
Strategic Zones.
One of the KSPN locates in West Manggarai District, one of the SIAP
SIAGA target/priority districts in NTT Province, KSPN Labuan Bajo. The
Government has designated Labuan Bajo as one of the 10 priority tourist
destinations through Presidential Regulation Number 18 Year 2020 on the
National Midterm Development Plan 2020-2024 and Labuan
Bajo Integrated Tourism Master Plan (ITMP) is being formulated by the Ministry
of Tourism and Creative Economy. Consequently, it is imperative that the local
(Manggarai Barat) BPBD must gear up to be the disaster management model agency
of an international calibre to play the expected role as would be lined out in
the ITMP. In view of the increased
substantive support activities, the subsequent needs for backstopping support,
and the outreach from the NTT SIAP SIAGA subnational office, it is deemed vital
to post a liaison person in Manggarai Barat District.
Purpose of the Position
The Liaison Officer (LO) for Manggarai Barat District will assist and support liaising SIAP SIAGA staff and short-term advisers (STAs) with BPBD Manggarai Barat and with other stakeholders, such as Bappeda, Dinas Pariwisata dan Ekonomi Kreatif, tourism industry private sector, any other relevant parties that may be later identified. This liasion mission is to ease SIAP SIAGA Program implementation in the district, which will cover, for this period of ToR, following themes:
Continue and finalizing West Manggarai District Disaster Risk Analysis;Development of District Disaster Management Plan;Supporting activities related to West Manggarai MSS DM capacity building and/or implementation;Development of West Manggarai DM ICE Strategy;
West Manggarai District DRR Forum strengthening;
Facilitating any other activities and dynamics related to SIAP SIAGA Program, of both National and Sub National/
This position is under supervision of NTT Area DRM Manager and in coordination with the SIAP SIAGA National Program Lead. The position is based in BPBD Manggarai Barat District, Nusa Tenggara Timur.
Role and Responsibilities
Under the supervision of NTT SIAP SIAGA Area Coordinator or his/her delegate, the Liaison Officer will:
Facilitate the SIAP SIAGA NTT Team and STAs (DRM Specialists) in communication and coordination with BPBD Manggarai Barat and District Government and other local relevant stakeholders related to the substantive support/technical assistance support to the district, within following scope:- District Disaster Risk Anaysis;
- District DM Planning;
- MSS DM capacity building and/or implementation
- DM Information, Communication and Education Strategy;
- DRR Forum strengthening;
- Participation in province’s activities related to GEDSI in DM, DRR Forum, data and information, and others, when appropriate.
Build relationships with internal and external stakeholders crucial to the success of the technical support activities.
Prioritise conflicting needs, handle matters expeditiously, proactively and follow-through on activities to intended successful completion.
Cover a broad variety of overall support and administrative for SIAP SIAGA NTT Province’s activities, including:
- Preparing draft correspondences and other documents as required by the NTT Area Coordinator
- Supporting the reports on preparation and administration of liaison support for tourism Labuan Bajo DRA and BPBD Capacity Strengthening activities; and
- Tracking, maintaining, and keeping all necessary documents, records, and reference materials.
Initiate and/or regular coordination mechanism (or support the existing one) with BPBD and other relevant sectors.
Lead preparation for NTT Provincial activities implementation (in accordance with 2024 AWP) in West Manggarai.
Responsible for following up agendas/ agreed between Siap Siaga and stakeholders in West Manggarai regarding 2025 AWP.
Other relevant duties as may be required by the NTT Provincial Coordinator or his/her delegate.
Input and location
It is anticipated that the total input will take up to 90 days start from 01 April to 30 September 2024.
Key Relationships
Report to NTT Provincial Coordinator of SIAP SIAGA Program or his/her delegate.Work closely with relevant officials from BPBD Manggarai Barat District
Consult with National Program Lead and Sub-national Program Lead on related technical matters and staff of BNPB Directorate for Monitoring and Evaluation of Disaster Risks as necessary.
Support and liaise with the relevant SIAP SIAGA STAs mentioned above and as required with other SIAP SIAGA team members.
Qualifications and Experience
Bachelor’s degree in the relevant field.Ability to work individually and in a team.
Ability to use English and Indonesian as working languages.
Ability to work under pressure and with minimum supervision.
Highly self-motivated and quick to response to rapidly changing demands.
Highly organized with excellent attention to detail and follow-through.
Ability to multi tasks, set priorities and meet deadlines.
Strong interpersonal skills, including in a cross-cultural context.
