Position Summary
The role of the Front-Line Data Control Officer at Webster Bank will play a critical leadership role in overseeing and strengthening the bank’s data control environment. This individual will be responsible to design a data controls framework and strategy, build out an enterprise-wide, risk-based prioritization approach, to ensure compliance with internal policies, regulatory requirements, and industry best practices. The ideal candidate will bring significant expertise in BCBS 239, LFI readiness, and EDM / DCAM methodology to support measurement for data maturation. This individual will also be involved with strategic and transformational initiatives and the delivery of critical, large-scale, complex, high-visibility, regulatory remediation programs.
Key Responsibilities
Leadership & Strategy: Develop a data controls framework and strategy, building out an enterprise-wide implementation plan, taking a risk-based prioritization approach. Establish roles and responsibilities, as applicable, to support accountability and escalation requirements. Partner with leadership across Front-Line Units (FLUs) to gain buy-in and support a right-sized and integrated data enablement capability, per the federated model. Build framework to drive data controls implementation across the federated model, interfacing with FLUs, risk, technology, corporate services, et al, aligning with the vision and objectives set by the Chief Controls Officer.
Controls Oversight: Steer teams to embed well-designed and sustainable data solutions, driving synergistic value, achieving data integrity confidence to management, the board, and regulators. Collaborate with leadership to drive BCBS 239 compliance to establish data-controlled environments. Ensure framework implementation mitigates risks and enhances the bank’s operational resilience.
Data Controls Program: Mature data controls competency across the firm. Drive a structured and consistent documentation approach. Collect and inventory identified data risks and corresponding mitigating data controls. Develop metrics to report out at leadership meetings. Provide visibility of the value to the bank as a result of implementing data controls. Partner across FLUs to ensure the implementation of the data control framework, targeting business-critical data that needs to be fully operationalized.
Control Design: Collaborate with Front Line Units (FLUs) to design and implement effective controls to mitigate identified risks, providing recommendations for improvement where necessary.
Training & Awareness: Lead training sessions and workshops to promote data controls literacy, through coaching and training, enhancing maturity and readiness for LFI compliance requirements, thereby fostering a proactive data control posture. Develop a self-serve platform to enable literacy and scale FLUs onboarding approach.
Continuous Improvement: Leverage EDM DCAM (or similar methodology) measuring maturity progress, based on implementation of the data controls framework. Evaluate assessment results and provide feedback for next steps to continue data maturation, per Supervisory Expectations.
Reporting & Communication: Prepare comprehensive reports for senior management, regulatory bodies, and board committees detailing data control effectiveness, implementation outcomes, and action plans for identified gaps.
Stakeholder Engagement: Work closely with first and second lines of defense to ensure that risk management practices are embedded within business processes. Act as primary interface with internal and external stakeholders.
Policy & Procedure Development: Contribute to the development and update of policies and procedures related to the data controls framework.
Audit & Regulatory Coordination: Support internal audits and regulatory reviews related to data controls and projected compliance, as appropriate. Ensure appropriate documentation and evidence are prepared and available for audit and examination purposes.
Risk Management: Collaborate with senior leadership and department heads to identify and evaluate key risks, implement risk control measures, and monitor risk mitigation efforts.
Compliance Assurance: Ensure adherence to applicable regulations and banking standards, partnering closely with Compliance, Internal Audit, and other control functions.
Requirements

The estimated salary range for this position is $225,000 to $270,000. Actual salary may vary up or down depending on job-related factors which may include knowledge, skills, experience, and location. In addition, this position is eligible for incentive compensation.
