Position:
The Idaho Department of Environmental Quality (DEQ) is hiring a Smoke Management Supervisor, Analyst 4, located in Boise, Idaho.
Salary Range: $34.25 - $38.82
Responsibilities:
· Coordinate DEQ’s smoke management program.
· Oversee and guide wildfire smoke response, prescribed fire, crop residue burning (CRB) and general outdoor burning.
· Supervise two smoke management analysts.
· Coordinate with DEQ regional office staff as well as other state and federal agencies.
· Review and interpret federal and state laws and regulations.
· Ensure DEQ’s smoke management program complies with Idaho’s Air Quality Rules and Idaho’s State Implementation Plan.
· Establish and oversee the annual smoke management program budget.
· Develop and oversee Idaho’s DEQ wildfire response.
· Meet with land management and prescribed fire users throughout Idaho.
· Develop tools, processes, and procedures needed to implement the Interagency Smoke Management Program for prescribed fire.
· Coordinate CRB Advisory Committee meetings and implement recommendations.
· Coordinate the annual program evaluation and report development.
· Serve as DEQ’s liaison to outside agencies for multi-agency wildfire response.
· Represent the Idaho Smoke Management Program at the local, regional, and national levels.
· Serve as DEQ’s representative to the Montana/Idaho Airshed Group Executive Board.
Minimum Qualifications:
Possession of a Bachelor's degree in the physical or biological sciences, Political Science, Business or Public Administration, Engineering, or related natural resources management fieldOREducation and/or experience equivalent to a typical four (4) year Bachelor's degree.
For example: Successful completion of sixty (60) semester hours of study, including twenty-four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties such as planning, research, regulatory development and/or implementation of components of environmental programs or media for at least two (2) years can substitute for one (1) year of college.
AND
At least six (6) years of professional experience providing management, technical assistance, resource allocation, and policy interpretation to staff, special interest groups and the public.
OR
Possession of a Master's degree in any of the above fieldsANDat least four (4) years of professional experience providing technical assistance, allocating resources, managing and/or developing programs; and interpreting policy to staff, special interest groups and the public.
Desired Specialty Minimum Qualification
Have obtained a college degree in Meteorology, Physics, Chemistry, Environmental Science, Engineering, or closely related field;
OR
Education and experience equivalent to an undergraduate degree as described below;ANDat least one (1) year of full-time work experience supporting the implementation of air pollution control and air quality improvement strategies; conducting air emission inventories, or ambient air quality monitoring; working closely with a specific category of emission sources, such as industrial source testing, mobile source emissions and controls, or air quality characteristics of residential wood burning and controls;orexperience in air pollution control involving interpretation and application of the Clean Air Act and environmental rules, such as reviewing, developing or implementing monitoring networks, inspection programs, environmental compliance with state and federal rules, emission inventories, receptor modeling, air quality improvement plans for non-attainment areas, construction or operating permits and smoke management programs.
OR
Possession of an unrelated degree;ANDat least four (4) years experience as outlined.
EDUCATION AND EXPERIENCE EQUIVALENCY: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education;AND/OReach two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education.
Note: Course work requirements are based on curriculum from an accredited college or university.
Physical Requirements:
• Ability to sit and work on a computer for 2-4 hours at a time.
• Some periods of heavy reading and typing are required.
Other Requirements:
• Some travel may be required.
