GENERAL DESCRIPTION:
The Wyoming Department of Family Services (DFS) is seeking a Clinical Services Program Manager. Key functions of the Clinical Services Program include providing staff and stakeholders with assistance in navigating the intersections between the behavioral health, child welfare, and juvenile justice systems and facilitating care access for youth with complex behavioral health needs. The Clinical Services Program is part of the agency’s program and policy team and offers support to all of the agency’s field offices across the state.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
+ Leads the administration and operation of the Wyoming Interagency Children’s Collaborative (ICC) Subgroup focused on systems of care assessment, individual case management and crisis intervention, and interagency education.
+ Oversee two (2) program analysts who provide individualized, intensive technical assistance and collaborative support focused on systems navigation for youth with complex needs.
+ Offer clinical insight and consultation to agency field staff and stakeholders regarding behavioral health best practices.
+ Assist with the identification of and access to behavioral health, medical, and other services to meet youth’s well-being needs at the most effective and appropriate level of care in the least restrictive environment.
+ Collaborate with agency and interagency staff, providers, and stakeholders to improve outcomes for youth with complex needs at both the individual case and systems levels.
+ Guide the development, implementation, and monitoring of processes intended to improve availability, timely access, and quality of services for high-needs youth.
+ Assist in the development and facilitation of internal and interagency education and training focused on systems navigation-related topics.
+ Participate in case and system analysis and reviews to inform system improvement.
+ Engage in record keeping, systematic data collection, and report development.
Qualifications
PREFERENCES:
Preference will be given to applicants demonstrating experience in and knowledge of child welfare and/or youth who are (or have been) involved in a state’s juvenile justice or child welfare system.
Preference will be given to applicants with a Master's Degree (typically in Social Work).
KNOWLEDGE:
+ Knowledge of behavioral health services and systems encountered by public sector child welfare and juvenile justice-involved youth and families.
+ Knowledge of human and child development, family systems concepts, developmental and emotional well-being concepts, behavioral health best practices, and trauma-informed care.
+ Skill in interpersonal communication and the development of professional relationships.
+ Knowledge of federal and state laws, statutes, and policies regarding behavioral health care, child protection, adult protection, and juvenile justice issues.
+ Ability to create and implement new concepts and ideas and engage others in innovative solutions.
+ Ability to analyze information from various sources.
+ Ability to exercise appropriate judgment and professional ethics at all times.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Social Work)
Experience:
1-2 years of progressive work experience (typically in Social Services Programs) with acquired knowledge at the level of Social Services Program Analyst
Certificates, Licenses, Registrations:
State licensure for the appropriate degree or specialization is required. (ie LCSW, LPC, LAT, LMFT, LP)
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Social Services Programs) with acquired knowledge at the level of Social Services Program Analyst
Certificates, Licenses, Registrations:
State licensure for the appropriate degree or specialization is required. (ie LCSW, LPC, LAT, LMFT, LP)
