The Foster Youth Social Worker (ISFC Clinician) is responsible for both the clinical treatment and case management of up to eight children placed in Seneca foster family agency programs. Seneca’s ISFC program serves children aged 6-18 who have emotional and behavioral challenges due to histories of trauma, neglect and abuse. In this home-based, therapeutic approach, Seneca foster parents are valued team members who receive weekly support and guidance from Seneca clinicians and counselors. With a focus on the strengths and value of each child, the team helps foster youth to recover and flourish as they learn coping skills and improve their ability to regulate feelings and behaviors.
ABOUT INTENSIVE SERVICES FOSTER CARE (ISFC)
ISFC is Seneca Center's primary foster care program. ISFC provides therapeutic home settings with Resource Parents as an alternative to residential placement with the goal of supporting ultimate transition to permanency through behavioural supports, therapy, crisis interventions, and rehabilitation services. Youth referred are typically not able to maintain placement in a standard foster home or are stepping down from residential placement. Families work with a social worker and support counselor, in addition to outside therapists, teachers, counselors, county social workers, and other involved in the child's care to develop and implement a thoughtful plan to address client and family needs.

Responsibilities Function as the team leader and coordinate treatment and placement activities, including:Assist in screening, evaluation, and assessment of potential Resource Families.Support coordination of intake and client placement with a resource family.Provide support services to clients, Resource Families, and other collateral supports, including facilitation of child and family team meetings.Design, write, and implement client's needs and services plan, including identifying individuals who are important to the child, in conjunction with the In-Home Support Counselor.Under licensed supervisor, author clinical documents (including but not limited to assessment, treatment plan, safety plan, diagnosis, and mental health notes) in compliance with county and medi-cal requirements.Provide in-home/remote training and support to resource families on a weekly basis.Provide weekly mental health services in accordance to treatment plan for each client and their resource family.Comply with community care licensing standards, including a minimum threshold of one in-person meeting with the resource family per month.Attend and participate in required program staff meetings, treatment reviews, and other agency meetings as necessary.Participate in 24-hour on-call pool 2x monthly (stipend included).Participate in weekly clinical and group supervisions.Be comfortable documenting mental health services and support services compliant with medi-cal, Joint Commission, and licensing standards.Implement client behavior management program as needed. This includes training and knowledge around crisis communication per Seneca's Equilibrium practice for community-based providers. QualificationsREQUIRED
A master’s degree or higher from an accredited or state-approved graduate school in social work of social welfare, marriage, family, and child counseling, child psychology, child development, counseling psychology, or social psychology.At least 21 years of age.Experience working with emotionally disturbed children in out-of-home care.Clear TB test, health screening, criminal background check, and any other mandatory State/Federal licensing or certification requirementsProof of COVID-19 vaccinationOwn vehicle, California driver’s license and insurance.PREFERRED
Bilingual in Spanish/English.Ability to work as part of a multidisciplinary team.Strong organizational skills.
