SOFSA Augmented Support Project Officer \/ Re-compete Project Officer \n

2.2.1 The contractor 'Project Officer' position's primary role is to provide acquisition and program management support to PEO SOFSA and its associated customers in the development and execution of assigned projects and\/or programs. The contractor 'Project Officer' shall facilitate the production, submission, and execution of SOFSA requirements packages, to include but not limited to: (a) Statements of Objectives (SOO), (b) Quality Assurance Surveillance Plans (QASP), (c) DD Form 254s, (d) Cost Estimates, (e) Contractive Officer Representative (COR) Packages, (f) Inherently Governmental Function Determinations, (g) Non-Personal Services Certifications, (h) Funding Documentation, (i) Contract Data Requirements Listings (CDRLs), and (j) other supporting documents as required. The contractor 'Project Officer' will ensure completeness and compliance of SOFSA requirements packages with DoD, USSOCOM, and\/or commercial regulations, directives, policies, procedures, and metrics prior to Government approval. Where applicable, the contractor 'Project Officer' shall provide administrative, technical, and financial recommendations to the SOFSA customers and Government Contracting Office for review to facilitate consideration, possible correction and\/or improvement. \n

2.2.2 The contractor 'Project Officer' shall analyze the project status on all assigned active task orders with respect to cost, schedule and performance, and report concerns to the assigned Government Project Officer and\/or Government Program Manager in conjunction with the Government Contracting Office, and when warranted, the Program Support Division (PSD) Chief and Business Management Division (BMD) Chief. \n
\n

2.2.2.1 The contractor 'Project Officer' shall provide weekly reports to the assigned Government Project Officers and\/or Government Program Managers and Government Contracting Office. Reports will address project progress, and inputs from estimates at completion (EACs), and timeliness of delivery requirements. The reports shall also summarize production or warehousing difficulties, technical performance issues, and cost concerns. The contractor 'Project Officer' shall also identify any possible impacts to project performance and completion. \n
\n

2.2.3 The contractor 'Project Officer' shall attend technical and financial related In-Process Reviews (IPRs), Performance Work Reviews, etc., at Blue Grass Station, Lexington, as well as off-site locations as required pertaining to assigned projects, when requested by the SOFSA Customer, Government Project Officer, and\/or Government Program Manager. Off-site location travel shall be approved by the Contracting Officer, COR, or other delegated Government Official prior to travel. \n
\n

2.2.3.1 The contractor 'Project Officer' shall provide After Action Reports (AAR) to the SOFSA Customer, Government Project Officer, and\/or Government Program Manager in conjunction with the cognizant Contracting Officer, Contract Specialist, PSD Chief, and EMD Chief no later than (NLT) 2 business days post IPR\/meeting with SOFSA Customer. \n
\n

2.2.3.2 The contractor 'Project Officer' shall regularly monitor the performing external contractor(s) work performance to assist the Government in ensuring any problems are addressed, projects are progressing as planned, CDRL deliveries are completed, and reports are on schedule. \n
\n

2.2.3.3 The contractor 'Project Officer' shall perform technical analyses of documents and correspondence relating to the assigned projects (i.e. reviewing CDLRs, monthly reports, contract packages, requirements packages, funding documents, budget exhibits, quality assurance requirements, etc.) and initiate actions to assist the Government in ensuring contract requirements are completed. The contractor 'Project Officer' shall provide recommendations via MS Office products (i.e. MS Word, PowerPoint, Outlook, etc.). \n
\n

2.2.4 The contractor 'Project Officer' shall work with SOFSA Customers, Government staff, and external contractors in a highly professional manner and provide quality assistance to the PEO-SOFSA staff as required. \n
\n

Contract 'Project Officer' Minimum Requirements: \n
\n\nBachelor's Degree from an accredited College or University \n4 years relevant experience as Project Officer, Project Manager, and\/or Program Manager \nWorking knowledge of DoD Instruction 5000.02 \nWorking knowledge of DoD Financial Manager Regulations \nWorking knowledge of DoD Planning, Programming, Budget, and Execution process \nDemonstrated ability to work effectively as a project team member \nDemonstrated ability to manage multiple projects, priorities, and tasks \nExcellent written and verbal communication skills \nExcellent critical, creative, and analytical skills \nThorough familiarity with MS Office Word, Outlook, PowerPoint, and Excel \nFunction at a level of performance similar to GS-12\/NH-1101-III or equivalent \n\n
