Create a software asset management oversight program for executive branch agencies whose IT infrastrcuture services are centrally managed.

 

Complete Description:

Virginia Information Technologies Agency provides IT Infrastructure support to Executive Branch agencies primarily through a contract with Northrop Grumman (NG).  A staff augmentation position is available to design a software asset management program which will manage the life-cycle of software assets, to include the development and maintenance of policies, standards, processes, systems and measurements that enable the software portfolio to be managed with respect to risk, cost control, IT Governance, compliance and business performance objectives as established by VITA.

 

Specific requirements of this program include:

1.) Oversee implementation and management of NG's software asset management process, procedures and tools; ensuring alignment with comprehensive infrastructure agreement (the contract between the Commonwealth and NG) and Commonwealth needs

2.) Oversee NG's tracking of installed software to ensure license compliancy, software license inventory accuracy, and monitoring meter usage to minimize unnecessary software purchases. 

3.) Oversee the Microsoft Enterprise Agreement, ensuring accurate and valid annual true ups occur

4.) Work closely with Service Lead to oversee and manage NG's upgrade and release schedules for currently deployed software to ensure alignment with CIA, best practices, VITA needs, etc.

5.) Understand standard industry licensing structures and T&C's

6.) Work with SCM as a "software SME" to in the execution of software contracts

 

Must have LICENSE COMPLIANCE experience

•             Determine software licensing models and usage rights

•             Determine licenses purchased from POs and other evidence

•             Determine upgrade rights on existing software licensing positions

•             Track software licenses consumed vs licenses purchased

•             Experience with Microsoft EA true up process

 

•             IAITAM certification a plus

•             ITIL certification a plus
