The Communications / Electronics Manager will be responsible for supervising all aspects of Communications Operations & Maintenance (O&M) at their assigned site, ensuring the effective management, operation, and maintenance of network infrastructure and communication systems. This role requires ensuring compliance with all relevant performance standards and directives while maintaining continuous and reliable communication services. The Communications / Electronics Manager will report directly to the Site Manager and work closely with the Government’s designated representatives. Responsibilities Major Job Activities: Provide administrative support to the Contractors Program Manager and Contractors Quality Program Manager to ensure smooth execution of contract requirements. Maintain and update program documentation, including schedules, reports, and correspondence, ensuring all records are accurate and up-to-date. Serve as the point of contact for administrative queries from the Government, site teams, the PMO, and external stakeholders, ensuring timely and accurate responses. Coordinate and organize meetings, including scheduling, preparing agendas, taking minutes, and distributing follow-up actions. Track project deliverables, ensuring they are submitted on time and meet the quality standards specified in the contract. Material & Equipment Directly Used: US Space Force (USSF) classified and unclassified computer systems, SIPRNET, NIPRNET, MDA CNET, network switches and routers, radio and satellite communication devices, diagnostic testing tools, and encryption devices. Working Environment: The role may involve working in office settings as well as outdoor environments, including exposure to extreme weather conditions. May require extended hours or weekends to meet mission requirements. Some travel may be required to other sites or for training. Physical Activities: Lifting and moving communications equipment weighing up to 50 pounds. Sitting and standing for extended periods while monitoring systems. Reaching, bending, and crouching to access network equipment in confined spaces. Walking between different areas of the facility for inspections and coordination. Qualifications Education / Certifications: Bachelor's degree in Information Technology, Communications, Electronics Engineering, or a related field. Preferred certification: Certifications in network security, such as Security+, CISSP, or similar certifications from DoD 8140 Cyber Workforce Qualification Program. Must be a U.S. citizen and possess a DoD Top Secret security clearance or be eligible to obtain and maintain one. Required Experience / Skills: 8-10 years of experience in Engineering, Electronics, or Information Technology Systems, preferably in a military or Government contracting environment. Demonstrated experience in managing and maintaining network infrastructure and communication systems. In-depth knowledge of NIPRNet / SIPRNet networks, network security, and communication protocols. Strong understanding of cybersecurity principles and practices, including antivirus, incident response, and DCO systems support. Experience with base telephone systems (BTS), video teleconferencing (VTC), and Defense Red Switch Network (DRSN). Knowledge of Land Mobile Radio (LMR) systems and frequency management principles. Ability to manage and oversee communication infrastructure projects, including planning, implementation, and documentation. Strong leadership and supervisory skills, with the ability to manage a team of communication technicians and engineers. Excellent communication and interpersonal skills, with the ability to interact effectively with government representatives, host base personnel, and other stakeholders. Preferred Experience / Skills: Experience in military communication systems or operations. Knowledge of Air Force Information Network (AFIN) and other relevant Air Force or DoD communication directives. Familiarity with Cyberspace Infrastructure Planning System (CIPS) and Cyberspace Systems Integrator (CSI) processes. Experience with managing and supporting cryptographic devices and secure communication systems. Supervisory / Budget Responsibilities: May supervise subordinate workers performing communications and electronics operations, activities, and services.
