Job Summary
Provides customer services and cashiering at the County’s Landfill, Transfer Station, and Recycling Centers. Assists with identifying, screening and monitoring items dropped off by customers at the solid waste and recycling facilities.
Essential Functions
• Assists customers at the Solid & Hazardous Waste Management facilities.
• Answers division telephones; assists callers with questions regarding division programs, services, or procedures; refers callers to other staff members as appropriate and takes messages.
• Responds to solid and hazardous waste customer complaints and inquiries regarding acceptance procedures, hours of operation, directions to the facility, etc.
• Screens all incoming wastes visually or with cameras for potentially hazardous waste. Determines whether a load is an acceptable or non-acceptable waste.
• Collects and keeps proper records for monetary transactions following division procedures and maintains a chain of custody for monies to be deposited.
• Provides forms, applications, receipts, or other documents to visitors/customers upon request. Assists customers with completing forms.
• Support and assist colleagues and supervisors as needed for reporting, transaction inquiries, and/or site maintenance or needs.
• Establishes, updates, and maintains information in automated information systems; enters operational, account, and/or program information into databases; retrieves data from databases: creates new spreadsheets/files; and purges old data.
Scalehouse Operations:
• Weighs inbound and outbound trucks at the County’s Scalehouses and inspects loads for potential hazards. Identifies all material types and ensures that the load is brought to the proper location/locations within the landfill for recycling, burial, or diversion.
• Communicate with the Landfill Compliance Specialist regarding questionable materials within a load to ensure the load is delivered to the proper location within the landfill and that all materials within the load comply with acceptance regulations. Changes material types on scale tickets when necessary.
• Monitors inventory of Scalehouse Operations Center equipment and supplies; ensures availability of adequate materials to conduct work activities; initiates requisitions for new/replacement materials; obtains product information and competitive price quotes for prospective purchases.
• Monitors and applies the provisions of solid and hazardous waste environmental regulations, Landfill Operations Agreements, and other applicable federal, state, and local codes, laws, regulations, specifications, standards, and policies regarding waste acceptance. Reports to the supervisor any actions needed to correct deviations or violations.
• Completes daily reports of material types and the quantity of each type for the landfill contractor. Weekly and monthly reports are generated for the contractor and the Solid Waste Management Division for reporting to the Florida Department of Environmental Protection (FDEP), which include the material types and quantity of each meet regulatory agency compliance requirements.
Minimum Qualifications
• High school diploma or GED required.
• One (1) years of related experience.
• Fingerprinting Required.
LICENSES/CERTIFICATES
Must obtain and maintain valid Waste Screening and Identification certification for Landfill Operators and Spotters, Safety Certifications including Hazwoper within one (1) year of hire.
Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.

•Salary offers above the minimum pay grade may be considered based on qualifications.
•Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
