Complete Description:
A Technical Lead/Enterprise Architect (Solution/Application Architect) will have the following roles and responsibilities:
1. This position functions across the Application Development, Service Delivery and Infrastructure domains to identify and resolve technical issues, and lead the design and implementation of solutions consistent with key enterprise architecture standards.
2. The Technical Lead/Enterprise Architect serves under the direction of the VITA project management team, while performing as a liaison and coordinator between VITA, Northrop Grumman (NG) and Supplier technical staff to plan, prioritize, execute and document technical work.
• The Lead will be responsible for ensuring the delivered solution meets the technical specifications and design requirements, and is in accordance with the project work plan.
• The Lead will escalate technical issues to project manager and/or appropriate authority.
3. Coordinate with Supplier staff and NG to install application software on the environments as required.
4. Lead Supplier staff and NG staff in the conversion and migration of legacy data to the new system, and/or in the maintenance of access to non-migrated legacy data.
5. Coordinate with Supplier and VITA/NG staff, and customer users in the efforts to:
• Plan and conduct testing (performance testing, unit testing, UAT, etc.) and required security assessments.
• Develop a post-Go-Live transition plan.
6. Work with NG staff to ensure fulfillment of system and server administrator and database administrator responsibilities during implementation and the post-Go-Live transition period.

• Experience reviewing and evaluating vendor proposals
• Experience with technical and system architecture design to include n-tiered, clustered, highly available and scalable solutions.
• Experience with software solution implementation, including: hardware and system software installation, web-based application set-up, data management and database administration (including legacy data conversion), system integration to include web services, and development of application interfaces.
• Ability to coordinate technical staff in design, compliance reviews, and problem-solving.
• Ability to translate between functional and technical staff regarding issues and proposed solutions.
• Knowledge of project management procedures and system development life cycle skills.
• Ability to support the development and implementation of large scale, complex, commercial off-the-shelf software systems.
• Ability to communicate effectively in writing and verbally
• Ability to manage multiple priorities.
