Special Programs Analyst (3797)

Kiliuda Consulting, LLC, a subsidiary of Three Saints Bay, LLC, and a Federal Government Contractor industry leader, is seeking a Special Programs Analyst to support our client in Arlington, VA.

 

Position Responsibilities:

Provide open source analysis, advice, assistance, and support to overseas DS personnel, domestic investigative offices, protection details, protective intelligence offices, intelligence analysis offices, and other DS and external consumers. Products include researching, compiling, correlating, and interpreting data pertinent to assessments of threats, suspicious and hostile activities, and significant incidents.  Utilize numerous datasets (commercial, law enforcement and USG), specialized tools, and advanced assessment and analytic techniques to identify and analyze individuals and groups that may pose threat(s) to the Department; identifies opportunities to mitigate threats through a variety of analytical processes; and makes recommendations regarding threats to other DS offices and/ or law enforcement, defense, and intelligence partners. Review incoming open source intelligence and referrals from the monitoring teams to produce analytical products for consumers which assess the accuracy, credibility, validity and relevance of the information and sources. Prepare detailed analytical reports related to open source intelligence assessments of threats, suspicious and hos- tile activities, and significant incidents. Plan and coordinate the collection, processing, analysis, and dissemination of open source intelligence as requested by investigative and protective intelligence operations, including operations in support of large-scale, multi-national events domestically and abroad. Develop a variety of analytical products in support of consumer’s investigative and protective intelligence operations. The contractor shall identify and research requirements, directives, intelligence databases, and various sources to gather, analyze, and publish intelligence products information. Perform searches of records and develops information to support Department responses to requests under the Freedom of Information Act (FOIA), the Privacy Act of 1974 and litigation taskers. The appropriate Government Officials retain final decision authority on decisions of what information can be released. Provide expert technical advice and guidance in the planning and execution of open source collection and analysis operations. Prepare and present written and oral briefings to special agents, Program management, Bureau and Department leadership, and law enforcement, defense, and intelligence partners on significant and complex investigative and protective intelligence issues. Assist training teams in the development of training modules by providing operational information and feedback on new training opportunities for Program staff and overseas monitoring elements regarding open source monitoring and operations. Build and maintain relationships and collaborative networks within the Department and across the law enforcement (federal, state and local), security, and intelligence communities to share information, best practices, and lessons learned. Where appropriate, establishes and maintains liaison within the Department and across the law enforcement, defense, and intelligence com- munities to represent the office and the Bureau; obtain resources and support; and plan and coordinate activities. Develop and implement new and innovative strategies for gathering open source information or intelligence in support of DS priorities; and also the mitigation initiatives to address gaps and shortfalls in the collection, processing, analysis, and dissemination of open source intelligence. Position Requirements:

Expert knowledge of media platforms, in particular those aligned with cultural, political and security interests as they relate to the U.S. interests in order to conduct complex open and all-source source operations focused on a wide range of DS monitoring priorities that may include threats, political violence, crime, terrorism and other critical security priorities for intern- al and external customers. Expert knowledge of advanced concepts, methods, and practices to provide expert technical and analytical support for the planning, conduct, and coordination of intelligence research and analysis operations. Expert knowledge of various databases and datasets and specialized investigative tools and techniques used in the collection and analysis of open source and investigative information to conduct complex open and all-source source operations focused on a wide range of DS monitoring priorities that may include threats, political violence, crime, terrorism and other critical security priorities for internal and external customers. Preferred – Strong experience with qualitative and quantitative analysis techniques to effectively utilize the Global OpenNet (GO) process, Consolidated Lead Evaluation and Reporting (CLEAR), Lexis Nexus, Analytical Framework for Intelligence (AFI), National Crime Information (NCIC), Protective Interest File (PIF), Protective Intelligence Exchange (PIX), Terrorist Identities Datamart Environment (TIDE), Arrival and Departure Information Systems (ADIS), Consular Consolidated Databases (CCD), Law Enforcement Agencies Data Systems (LEADS), and various Department of Homeland Security and Intelligence Community databases inclusive of databases pertinent to affiliate agencies regarding criminal intelligence in order to conduct complex open and all-source source operations focused on a wide range of DS monitoring priorities that may include threats, political violence, crime, terrorism and other critic- al security priorities for internal and external customers. Expert knowledge of production of intelligence assessments in accordance with Intelligence Community Directives (ICD) requirements to provide expert technical and analytical intelligence collection guidance while identifying and mitigating collection discrepancies and anomalies in support of open source intelligence operations worldwide. Expert knowledge of collecting, reviewing, analyzing, exploiting, fusing, authoring, and disseminating digit- al multimedia data and open source information to conduct complex open and all-source source operations focused on a wide range of DS monitoring priorities that may include threats, political violence, crime, terrorism and other critical security priorities for internal and external customers. Knowledge of identity and network analysis; intelligence production and collection processes; assessment research, writing, collaboration, and production; open source intelligence data collection; and interagency processes and procedures to conduct complex open and all-source source operations focused on a wide range of DS monitoring priorities that may include threats, political violence, crime, terrorism and other critical security priorities for internal and external customers. Knowledge of Internet-based research, including Boolean logic, search engine and database resources, and Internet sources, such as social media, social networking tools, data exploitation, and commercial- and industry-based database in or- der to conduct complex open and all-source source operations focused on a wide range of DS monitoring priorities that may include threats, political violence, crime, terrorism and other critical security priorities for internal and external customers. Knowledge of foreign language research methodologies using internationally-focused Web sites to conduct complex open and all-source source operations focused on a wide range of DS monitoring priorities that may include threats, political violence, crime, terrorism and other critical security priorities for internal and external customers.  Knowledge of advanced search techniques, information databases, data visualization, and related tools to conduct complex open and all-source source investigative operations. Preferred - Knowledge of federal regulations governing the collection and use of open source materials to ensure that the methods and practices employed in open source intelligence analyses and investigative support complies with regulatory requirements. Knowledge of specialized reporting applications used to disseminate intelligence information reports to other members of the intelligence community.  Preferred - Ability to utilize watch lists, lookouts, and other law enforcement reporting systems to review information from other government agencies. Ability to research, collect, analyze, correlate, and interpret a wide variety of operational and strategic un- classified information and to synthesize with intelligence from wide-ranging sources including classified information; federal, state, and local law enforcement agencies; military departments; intelligence agencies; and foreign governments to provide all-source assessments or analyses on threats or other assigned tasks. Ability to establish liaisons and interact effectively with individuals at all levels in order to plan and co- ordinate activities with other intelligence and law enforcement personnel engaged in planning and conducting operations (investigative, protective operations, etc.) utilizing open source materials. Ability to communicate effectively, both orally and in writing, to prepare and present analytical results, promote information sharing with other organizations, provide advice and guidance, present and defend recommendations, and participate in and lead meetings. A Bachelor’s degree and 5+ years of experience or 8+ years of experience with no degree. Experience includes conducting open source and academic research, all-source intelligence and targeting. No substitution of education or training may be made for the required experience.
