Specialist, Housing Support Services and Construction
Habitat for Humanity International is looking for a skilled and professional individual that can support the Construction Team under the Operations Department and the Terwilliger Center for Innovation in Shelter (TCIS) of Habitat for Humanity International (HFHI), Asia-Pacific Office (APO).This position will report to the Manager, Construction and Appropriate Technologies (CAT) and Director TCIS AP, but will work alongside the Construction Quality Specialist and TCIS Philippines colleagues. This role will need to ensure the quality of construction projects, implementation of construction safety across AP regional programs, promoting and supporting quality low-cost housing solutions and appropriate technologies, and capacity building initiatives in the region. The Housing Support Services and Construction Specialist shall reflect Habitat values of quality, low-cost construction, utilization of locally available materials, and minimal negative environmental impact. This position will be responsible to work in coordination with members of Operations Department, Resource Development, HFH National Organizations (NOs) and Branches, Terwilliger Center for Innovation in Shelter (TCIS), and other implementing partners, in order to fully support the growth and development of construction and non-construction housing support services (HSS) initiatives of HFH.

This position will be based in any of the other particular countries Manila, Philippines; Kathmandu, Nepal; and Phnom Penh, Cambodia.

Candidates must be currently eligible to work in the country without sponsorship. The successful candidate will be offered an initial contract of 2 years that is subject to renewal depending on the availability of the funds, and a local country-based compensation package.

The work arrangement for this position is hybrid, and on a flextime schedule.


Essential Duties and Responsibilities:
Support the implementation of strategic directions on Housing Support Services and Construction and Appropriate Technologies (CAT) - 60%Provide technical support to TCIS and HSS initiatives and provide guidance on new proposals.Support AP region in quality construction and health and safety standards and practices by providing monitoring visits, technical input and support to Monitoring, Evaluation, Accountability and Learning (MEAL) and country construction teams.Provide evaluation and audit of project sites to conform with local building codes, Habitat quality standards, Habitat Standards of Excellence, etc. and support resolution of findings.Support the development, piloting, training, and adoption of new tools to aid in project management and construction quality assurance.Support the review and approval of construction designs and cost estimates/Bills of Quantity (BoQs) submitted by AP countries with respect to technical and drawing standards of their respective countries but guided by Asia Pacific design guidelines. Support the continual improvement and of Design Catalog and Knowledge Center for CAT material from HFHI AO and countries. Support capacity building in AP Area Office, NOs, Branches, and others in the area of Housing Support Services (HSS) and Construction & Appropriate Technologies - 20%Be a resource to AP’s Area Office, local HFH NOs, consultants, and other third-party implementing partners in general in the field of HSS and Construction and Appropriate technologies and delivery methodologies.Support in developing and improving of Quality Assurance and Quality Control measures of National Offices for construction.Support AP regional Operations team initiatives, develop effective technical training components, delivery of such trainings, MEAL, and promoting best practices to countries. Participate in HSS and Construction related Habitat Communities of Practice (COPs) and other related task teams, coordinate work and exchange ideas with other regional specialists and counterparts in other HFH entities, network with organizations and associations working in the HSS or construction related sector and other fields related to low-cost housing, to access latest technological developments
Support AP initiatives and proposals related to Construction and Appropriate Technologies - 20%Review and provide feedback from the CAT and project management perspective on project proposals submitted by countries with the involvement of the respective AP Country Focal Point.

Other related duties as assigned by the Supervisor.

Minimum Requirements:Education
- Bachelor’s Degree: Construction, Architecture, Civil Engineering. Building Science and Urban Planning a plus.Years of Related Experience
- 5 years of relevant work experience in Architecture Engineering and Construction (AEC) sector, a plus if in housing or a related sector

Qualifications:Monitoring and evaluation skillsExcellent interpersonal skills, cross-cultural communication skills and ability to work with other cultures and nationalitiesAbility to work independently; and interdependently within a team, and with other HFH entities or partnersFluent in written and spoken EnglishAbility and attitude to learn, apply and contextualizeProficiency in MS Office and AutoCAD

Preferred:3-5 years’ experience in construction quality assuranceKnowledge of cost-effective construction design for low-income clients – rural, urban, detached houses and multi-unit apartment blocks, with strong background in social/affordable housing designs/renovations.Knowledge and experience of energy efficient design and technologies, in the residential sector.Knowledge and experience of green building techniques in the residential sector.Knowledge and experience in project design and Construction Project ManagementWork experience in Asia Pacific countries in the region Work experience working on housing design and construction for communities that are most vulnerable and marginalizedWorking knowledge of disaster response, Disaster risk reduction and mitigating measuresAbility, knowledge, and flexibility to apply local building construction practices, techniques into use in the designs and drawingsProficiency using Procore Construction Management software, Kobotools or other survey applications
