Job Description:
The Supply Chain Compliance Specialist is responsible for supporting ISR Supply Chain operations to ensure compliance to supply chain policies and procedures, government regulations, and requirements of industry standards. This position serves as a subject matter expert on Supply Chain compliance matters. Coordination with internal functional management, departments, staff and external suppliers is a normal occurrence.
Essential Functions:
Position requires within driving distance an L3Harris site in Texas.Support development of policies and procedures as well as monitor existing supply chain and purchasing processes ensuring compliance with Government regulations and supporting industry best practices. Identify gaps in practices and procedures, and pursue improvement opportunitiesEnsure supplier annual assessments (such as Representations & Certifications) are managed appropriately including validation of compliance to established procedures. Conduct routine supply chain compliance reviews and report on risks and recommendations.Responsible for monitoring external supply chain compliance with external regulations to include the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS). Responsibilities will also include overseeing the resolution of supplier non-compliance risks.Support compliance activities associated with all supply chain requirements, including conflict minerals, modern slavery & human trafficking, supply chain sustainability and other special projects as required.Provide supply chain compliance support and guidance to all ISR sites. Assist in training Sourcing team members on L3Harris compliance system policies and procedures, and Government regulations.Identify opportunities within the supply chain organization that can foster agility in a compliant manner.Qualifications:
Requires proficient knowledge of job area. Bachelor’s Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience.Strong computer skills, including expertise with Microsoft Word, Excel, PowerPoint, Outlook, and web-browsers. Tableau, SAP, Sharepoint, and Business Intelligence experience.Demonstrated experience in Federal Acquisition Regulations and Defense Federal Acquisition Regulations (FAR/DFARS) and mandatory flow down clauses, procurement integrity requirements, purchase order/subcontract formation and subcontract administration, cost and price analysis, negotiation, acquisition planning, supplier relationship management, project management, supplier quality accreditations and approved supplier list (ASL) adherence when required, as well as supplier risk management.Previous experience in the procurement of goods and services for US Government (USG) and US Department of Defense DoD) contracts and integrating mandatory flow down clauses with supplier POs/subcontracts.Excellent verbal and written communication skills with the ability to influence cross-functional stakeholders.Ability to effectively collaborate as a team player, while displaying a hands-on approach to drive tasks to completion.Well organized, detail oriented, and ability to multi-task.Ability to work independently and prioritize duties with minimal supervision in order to meet deadlines.Ability to solve problems and analyze possible solutions using technical experience and decision-making skills.Creative problem solver.Preferred Additional Skills:
