Spectrum Manager
The Alaka`ina Foundation Family of Companies (FOCs) is looking for a Spectrum Manager to support our government customer located in Kwajalein Atoll, Marshall Islands.    DESCRIPTION OF RESPONSIBILITIES: Provide spectrum coordination support to each unit, organization, or activity authorized the use of frequencies IAW the COFA, AR 5-12, Army Use of the Electromagnetic Spectrum, and local regulations and procedures. The database shall contain all radiating systems in use at USAG-KA/RTS and use the latest version of Government-specified software.   Review, know, and enforce DoDI 4650.01, Policy and Procedures for Management and Use of the Electromagnetic Spectrum Perform software updates within two business days after receipt of requirement and perform frequency actions within five business days of receipt of action.  Notify the Government Area Frequency Coordinator (AFC) of all frequency actions within one business day after completion of action.  Coordinate assignment and required updates of authorized radio frequencies or submitting requests to the appropriate frequency management office to support mission requirements and external agencies operating in the local spectrum.  Identify installation frequency requirements annually and perform required records updates; for example, 5-year renewals.  Provide frequency/spectrum support.  Provide spectrum surveillance in the area of responsibility (AOR) within 200 nautical miles of Kwajalein Atoll. Report, investigate, and resolve interference caused or received by Army radio frequency (RF) operations. Start work on issue within one day of notification and provide resolution within 30 calendar days.   Provide on-call support outside normal operating hours.  Upon COR request, verify spectrum certification for new user equipment. Review the Spectrum XXI Database monthly. Complete all the renewals (5 Year), create SNOW Ticket – Keep an Excel Log. Troubleshoot any Interference issues keep a log for each incident and document progress and findings and supply a final report to DPM & PM to evaluate for NEC Director review. Keep SharePoint Spectrum Database up to date. Keep Excel spread sheet of all new or temp proposals or sub assignments. Respond to requests for new or temporary assignments, create a SNOW ticket. Annually supply all the sub-contractors with a list of LMR they are assigned. Mission Support Review JPASO – Long Term Mission Schedule monthly. Review all mission documents on the PLOPS SharePoint system, monthly. Supply the Mission Test Directors (MTD) feedback for each mission on frequency status. Keep a log for each mission. Advise MTD of any concerns about frequencies, so they can address with the Customer. Process any mission frequency requests through the Spectrum XXI database. Attend any meetings as required. Other duties as assigned by Supervisor.  REQUIRED DEGREE/EDUCATION/CERTIFICATION: Associate’s degree / or Equivalent Experience REQUIRED SKILLS AND EXPERIENCE: Five (5) years of experience.   Army Spectrum Management Course or Joint Electromagnetic Spectrum Management Course.  Proficient with Microsoft Suite Completed Spectrum XXI training course Helpful experience – LMR and MARS Experience performing in a DoD IT environment preferred. Ability to relocate and reside at the USAG-KA in the RMI. You must meet current vaccination requirements for infectious diseases to enter the RMI. Must also be willing to meet any future vaccination requirements if mandated by the RMI.   Pre-employment health screening is required due to the island's remote location and limited medical and dental capabilities.  Ability to ride a bicycle or walk at least 2 miles to/from work daily. There are no personally owned vehicles allowed on USAG-KA. Transportation is primarily by bicycle.  Ability to travel by plane or small sea-going vessel between working locations.  May be required to work overtime.  Rotational callback and emergency duty are requirements of this position.  REQUIRED CITIZENSHIP AND CLEARANCE: Must be a U.S. Citizen  SECRET security clearance to access classified information.   The Alaka`ina Foundation Family of Companies (FOCs) is a fast-growing government service provider.
