We are currently seeking a Sr Business Analyst-Hybrid-US Citizen/GC Only to join our team in Germantown, Maryland (US-MD), United States (US).

Duties:

The Sr. Business Analyst shall work directly with NICHD management to provide support in application design and development, enhance and maintain existing applications and their underlying technologies, assist in the design and development of new applications to accomplish the goal of replacing manual ways of tracking with more automated methods and incorporating suitable workflows for NICHD business processes, perform business process and system requirements analysis, system design, testing, implementation, deployment, training, and maintenance of the applications, and adhere to the existing NICHD, NIH, and HHS software development standards. The business analyst shall support the technologies at NICHD and any new technologies applied in future. The business analyst shall support the assessment of the applications for cloud readiness, support with the development of the Cloud migration roadmap, architecture, and design, as well as implement and manage the approved applications and websites in the Cloud. The business analyst shall work with the COR to analyze, implement, and streamline where required the Enterprise Performance Life Cycle (EPLC) process as well as other System Development Life Cycle (SDLC) process including, but not limited to: Conduct and document business analysis, feasibility studies, scope definition, and time, schedule, and cost estimates. Research, prepare, and manage project documentation such as functional requirements, scope definition, system design, business process diagrams, technical specifications, interface controls, quality assurance plans, communication plans, training plans, change management plans, security plans, configuration plans and system implementation plans. Conduct usability research and analysis, including planning, facilitating, and conducting user and stakeholder interviews, documentation, training, and reporting. Prepare and document project plans for future releases and upgrades to the existing systems. Support installation, implementation, integration, and customization requirements. Prepare, document, and deliver training materials including user guides, online instructional material, and classroom training material. Deliver training classes both in person and virtual. Record classes as applicable. Develop surveys to collect end user feedback for all classes taught. Support release management and change control requirements for these applications and for other development. Perform unit, system, integration, user acceptance, and usability test planning and testing. Prepare, document, implement, monitor, and maintain security controls and procedures required for the system security assessment and authorization of the identity management infrastructure. Prepare, document, implement, monitor, and maintain procedures and technical solutions to secure personally identifiable information (PII) in the NIH identity infrastructure as required by NICHD, NIH, HHS, and other federal policy and best practices. Prepare and document agreements, including Memorandums of Understanding (MOU) and Service Level Agreement (SLA), and various interagency agreements.

 

Basic Qualifications:

Minimum 5 years of relevant experience, to include:

Developing system requirement documentation including workflows and process charts.

Participating in testing.

Developing implementation plans.

Undergraduate degree in business, IT or liberal arts or equivalent combination of education and work experience Must be a US citizen or Green Card Holder Ability to obtain Public Trust clearance.

 

Preferred Qualifications:

Ability to create storyboards and workflows for business processes.
