Primary Purpose PRIMARY PURPOSE OF POSITION This job is responsible for implementing strategies for the management of limited income customer segment goals; identifying operational efficiencies to enhance the delivery of services available to limited income customers; and partnering with Regulatory, External Affairs, Customer, Marketing, Communications and key external partners to affect public policy changes through regulatory, federal, state and local government, and community relations. This position may be required to work extended hours for coverage during storms or other energy delivery emergencies. Primary Duties PRIMARY DUTIES AND ACCOUNTABILITIES Recommend strategies to improve programmatic elements of limited income customer segment and to increase LMI program enrollment. Gain internal support for proposed strategies and lead implementation of strategies. Attention to efficiency, processes and productivity to enhance the delivery of services available to the limited income customer segment. (30%) In close coordination with Regulatory and External Affairs, develop and maintain relationships with key influencers locally, state and at the federal level. Lead coalitions as necessary to achieve utility objectives. (10%) Work with internal and external subject matter experts and policy makers to identify timely, appropriate and economically feasible customer-related initiatives to drive support to this customer segment. (20%) Coordinate with internal and external partners, recommend changes to regulation and legislation in support of business interests and strategies. (10%) Influence limited income customer policy decisions e.g. Credit & Collections policies, treatment of special needs cases, promote innovation, including new programs and initiatives, etc. (20%) Provide feedback on communication plans targeted to limited income customer segment and partners with Corporate Communications and Customer Experience/Strategy as necessary. (10%) Job Scope JOB SCOPE This job has high executive visibility and interacts frequently with internal/external stakeholders Key Performance Metrics 1. Comprehend funding sources� Significant increases in state and federal funding have been provided to help offset the current economic conditions. High level comprehension of the program sources, eligibility, timing and process for disbursement is critical. 2. Increase outreach and enrollment � Specific targets will be set such as 15% growth in enrollment over the next three years to increase the number of limited income customers receiving assistance. Enhanced innovation �Collaborate to develop a basic service offering to be reviewed with the PSC for piloting and other innovative activity to the customer segment. Minimum Qualifications MINIMUM QUALIFICATIONS Bachelor's Degree in a discipline such as Government Relations, Economics,Marketing, Political Science, Public Policy/Planning, Business, Public Administration, Social Services or Communications with 4-7 years related business experience OR in lieu of bachelor's degree, 6-9 years of relevant business experience. Experience leading projects/programs in public affairs, public/community relations Understanding of public policy, legislative and regulatory processes Understanding of the issues surrounding poverty Understanding of economics/social issues Working knowledge of all Microsoft Office software Proven ability as a change agent Demonstrated ability to communicate effectively, including the development of communications strategies for any audience and ability to address groups Demonstrated ability to develop, cultivate and network social and business contacts in the community and political arena Demonstrated ability to work independently and in ambiguous situations Demonstrated ability to manage projects effectively and to manage consultant and/or direct personnel Availability to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies Valid driver's license and ability to meet Company driving standards.
