We are seeking an experienced and results-driven Senior Manager – Technical Duty Officer to lead our Command Center Team. This team is at the heart of PayPal’s 24/7 operations, ensuring the reliability, scalability, and availability of our mission-critical systems. As the Senior Manager, you will oversee incident management and operational excellence, provide strategic leadership while ensure the team operates at peak efficiency to minimize customer impact during incidents.

In this role, you will lead a team of talented engineers and duty officers across multiple time zones, driving operational maturity, building robust processes, and fostering a culture of continuous improvement. Job Description:

Key Responsibilities:

Lead and manage the Technical Duty Office team, providing guidance on escalated technical issues and complex infrastructure challengesOversee 24/7 monitoring and management of multi/hybrid cloud and on-premises infrastructure, ensuring optimal performance and availabilityDevelop and implement incident management procedures, incident response protocols, and escalation frameworks for infrastructure and application issuesCollaborate with cross-functional teams including DevOps, Security, and Application Development to resolve critical incidents and implement preventive measuresManage vendor relationships and coordinate with external partners for infrastructure services and supportDrive continuous improvement initiatives to enhance system reliability, disaster recovery/BCP, performance, and operational efficiencyProvide technical leadership during major incidents, coordinating response efforts and post-incident analysisDevelop team capabilities through mentoring, training, and knowledge sharing programsPrepare and present operational metrics, incident reports, and improvement recommendations to senior leadershipKnowledge of financial cyber security protocols (ISO 27001, SOC2) and incident detection and response frameworks.

Required Qualifications:

Bachelor’s degree in computer science, Information Technology, or related field; Master's preferred8+ years of experience in infrastructure management, with at least 3 years in a leadership roleExtensive experience with multiple cloud platforms (AWS, Azure, GCP) and on-premises infrastructure managementStrong background in incident management, ITIL frameworks, and operational best practicesExperience with monitoring tools, automation platforms, and infrastructure-as-code technologiesProven track record of leading technical teams in high-pressure, mission-critical environmentsExcellent communication skills with ability to interact effectively with technical teams and executive leadershipExperience with enterprise applications, databases, and network infrastructureStrong analytical and problem-solving skills with attention to detail.

Preferred Qualification:

Relevant certifications (ITIL, cloud provider certifications, PMP)Deep Knowledge of financial regulatory requirements (preferably)Background in DevOps practices and CI/CD pipeline management.Experience with containerization technologies and orchestration platforms.
