Sr Mechanical Engineer
For our client, active in sustainable energy, we are looking for a Mechanical Engineer (Contractor). The technical emphasis will be on rotating and mechanical packages.

The role:
• Oversee the Contractor’s activities, manhour expenditure and invoice review and approval;
• Be responsible for the mechanical design of the Project;
• Be responsible for developing, defining, analyzing and realization of machine concepts, modules and components;
• Be the source of information on all mechanical related topics within the project team and organization;
• Be the point of contact for clients and suppliers regarding all mechanical questions and comments;
• Prepare specifications, budgets and planning and define scopes of work for the mechanical part of equipment design;
• Be responsible for implementation of mechanical engineering package based on technical requirements and engineering data;
• Be responsible for all mechanical engineering deliverables for the Project;
• Supervise as a PMC, during PDP/BEP phase of the project on mechanical design and requirements
• Supervise as a PMC, the FEED/EPC contractors during the project  on mechanical design and requirements
• Recognize and evaluate trends and changes on the Project affecting costs and/or schedule. 
• Be responsible for Change Management and handling of changes vs Licensors/FEED/EPC Contractors;
• Understand contracts and be aware and take care of contractual requirements.

Responsibilities:
• Monitor and manage the works carried out by Engineering Contractor during Basic, FEED and Detailed Engineering phases, which includes review of deliverables, attending meetings, monitoring resource levels, compliance to codes and standards and Company specifications;
• Review and provide comments/approval on design deliverables/packages prepared by Contractor, in line with the scope of work requirements, project’s specifications and international codes/standards;
• Ensure that all technical review comments are incorporated in the design deliverables/packages;
• Review and endorse design change requests, concession requests and waiver to project specifications, related to the discipline;
• Provide inputs to line manager on change orders and ensures safe, economical and technically sound decisions;
• Provide technical/expert support for the project's various activities, including bids evaluation, review of pre-qualification of Subcontractors/Contractors, Vendors or Suppliers, commissioning and handover of project facilities to end-users, etc;
• Coordinate, supervise and evaluate technical studies and special investigations carried out by third party, including integrity/structural verification, condition assessment, fit for purpose calculations, vibration issues, structures strengthening, facilities/systems upgrading, etc;
• Identify areas of improvement for the design contractor and articulate an action plan with the involvement of both the project engineer and the design contractor representative;
• Provide technical advice and support to the operation group, in order to ensure that the plants integrity and long term availability are maintained, areas of concern are identified by the appropriate party and optimum/cost effective solutions are adopted;
• Follow up mechanical issues with Licensors and/or Engineering Contractors;
• Coordinate with the Core Team, Company, Contractor and other disciplines, as required;
• Actively participate in preparing/reviewing and clarification of BID documents in different stages of the project;
• Initiate and maintain the Mechanical procedures and provide input to the Project’s general and Company’s corporate procedures/guidelines;
• Prepare specifications, budgets and planning, and define scopes of work for the mechanical part of equipment design;
• Develop concepts for mechanical equipment in collaboration with the Project engineering team;
• Be aware and can validate the concept designs using calculations and verification setups as well as performing analysis (FEM, FMEA, Risk, etc.);
• Develop concepts for mechanical control systems in collaboration with instrument and electrical engineers;
• Supervise or prepare specification of mechanical equipment (such as compressors, pumps, heat-exchangers, Column, etc) in accordance with client requirements, authority regulations, etc.;
• Be assigned as Package Engineer for Packaged Units (Compressors, Dosing Package, Boiler, Furnace, Chiller, etc) and responsible for all discipline interfaces;
• Be responsible for vendor data input to mechanical engineering and design;
• Have knowhow of Authority requirements for the rotating and static equipment, i.e.: PED, ANSI.

Requested:
• Bachelor degree, or higher, in a technical and commercial related field such as Mechanical Engineering;
• 10  years of Mechanical Engineering experience in complex Engineering and EPC projects with (petro-) chemical companies/contractors preferably in PMC role; 
• Familiar with preparing engineering data and mechanical drawings for external clients/suppliers;
• Experience in testing of equipment e.g. pressure testing of vessels and performance testing of rotating equipment;
• Good general knowledge of mechanical fabrication production methods;
• Must be fluent in English, both spoken and written;
• Well verse in relevant internationally acceptable codes, standards, and best practices such as but not limited to ASME II, V, VIII, IX, B31.3, B31.4, API;
• Software experience such as PVElite, TANK (by Intergraph), HTRI, BJACK;
• Already living and working (authorized) in The Netherlands.
