Job Summary

This position will be out of Middletown, PA or Carlisle, PA.

 

In the capacity of a Subject Matter Expert, this position provides coordinated Education, Outreach and Training to the following stakeholder groups; One Call Stakeholders, Emergency Management Services and Plumbers/Sewer System Operators.  Completes investigations of all substructure damage and violations of the One Call Act.  Completes and submits Alleged Violation Reports to the PA Public Utility Commission Damage Prevention Investigators.

Duties and Responsibilities Investigate substructure damages for the purpose of developing a root cause for all damages.  Includes filing mandatory Alleged Violation Reports with the Public Utility Commission for all damages and violations of the One Call Act.  Participate in case review and preparation for PUC DPC Hearings.   Facilitate education, training, and outreach to stakeholder groups regarding the One Call Law, RP 1162, CGA Best Practices and UGI’s Damage Prevention Program.  Focus areas are safe digging, natural gas safety for public sector emergency responders and Plumber & Sewer Operators for cross bore awareness. Support field locators for education and Damage Prevention efforts.  Perform Damage Prevention jobsite inspection for One Calls, Facility Markings and Excavator behavior in an effort to reduce damages to UGI facilities. Various support & development initiatives as directed by the Pipeline & Public Safety Management Team, such as but not limited to; Support the management, maintenance and site utilization of the UGI PA/ICS Trailer, support development and implementation of ICS exercises, support various industry initiatives focused on developing Regional Partnerships and events promoting UGI’s safety culture. Knowledge, Skills and Abilities Underground Utility Line Protection Law (One Call Act) RP 1162 as it applies to UGI’s Public Awareness Program FEMA Incident Command Structure (ICS/NIMS) CGA – Common Ground Alliance – Best Practices Esri, Utilisphere, and One Call Member Mapping UGI GOM & Emergency Plan requirements UGI Substructure Damage Database, for Root Cause & litigation preparation Education and Experience High School Diploma & Utility Work Experience or BS in Business Administration or Construction Management 5+ years depending on area of experience Fena ICS 100 and 200
