SUMMARY OF DUTIES:
This Sr Principal Engineer position will function as the Design Manager (DM) of multiple, multi-discipline projects both inside and outside their expertise, while also functioning as the primary Electrical Subject Matter Expert for a team of similar DM’s / SMEs with diverse discipline backgrounds.

 

As a primary Electrical Subject Matter Expert (SME) of the Facilities Design team this position provides guidance on code interpretation and acceptance, as well as mentoring of other staff electrical engineers. As the Electrical SME, this position will be the technical lead on the electrical aspects of their own and other DM-led Facilities projects within Amtrak’s nationwide network of yards, shops, and other facilities to guide the design of power distribution for substations, maintenance / crew buildings, warehouses, control centers, offices, commissaries, and equipment such as fueling stations, sanding systems, air compressors, pumps, 480 ground power, control systems, HVAC systems, cranes, drop tables, and other equipment required to service railroad rolling stock or support maintenance of way employees.   This position will develop and maintain design standards and specifications associated with Facilities design and guide proper code acceptance within Amtrak’s complex multi-jurisdictional environment.

 

As a Design Manager (DM), this position is responsible to program and direct the design of upgrades, capital renewal, and state of good repair improvements for Amtrak’s nationwide Facilities, with special focus on 60Hz electrical design including local distribution, electrical issue troubleshooting, nationwide facilities electrical service, and back-up power upgrades. This includes managing all core functions of design development including onsite requirements gathering, scoping, and design management in coordination with both internal SME staff and external architecture/engineering firms and consultants. In addition, this position will perform specification writing, bid package development, construction budgeting and construction schedule estimating for multi-discipline capital renewal projects ranging from equipment to structures.

 

As a multi-discipline DM, this position requires an adequate breadth of general engineering design knowledge to provide the multi-discipline oversight, coordination, and review during the design package development and milestone review process, with the embedded support of a team of SMEs to provide detailed discipline-specific reviews.

 

This position collaborates and partners with both internal and external stakeholders, including law, real estate, environmental, historic preservation, transportation, mechanical, engineering, procurement, local and state agencies / utilities, the FRA, and freight and commuter railroads, to execute the troubleshooting, scoping and design phase of Engineering and Mechanical programs in support of new business initiatives, energy conservation projects, and state of good repair projects. 

 

ESSENTIAL FUNCTIONS:
• Required to be an expert in 120V to 480V power distribution design, detailing, code compliance, and application (i.e. distribution design; equipment supply; hardware selection; and material lists). • Lead the design of projects including requirements gathering, site evaluation, scope development, schedule, budget, plans, and specifications while ensuring alignment and collaboration between groups. • Ensure project compliance with Amtrak standards and guidelines and all applicable federal/state/regional regulatory agency requirements. Ensure alignment with project requirements and limitations. 
• Manage external engineering resources for the completion of detailed design and construction documents. 
• Create, lead, and provide technical review on capital design projects to support new initiatives, energy conservation / sustainability projects, resiliency improvements, and state of good repair by functioning as sole point of contact for all design phase and construction phase EOR support activities.
• Provide technical expertise to field engineering and maintenance staff.
• Provide technical support during construction and respond to submittals, RFI’s, and change order requests.
• Self-perform design services on small Facility design projects with limited oversight.
• Maintain concise and up-to-date scope / schedule / budget status summaries for inclusion in the Facilities Database as part of internal and external stakeholder communications.
• Work collaboratively with Amtrak Project Delivery personnel to integrate the design work into the greater construction programs as well as facilitate fiscal year forecasting and lookahead.


MINIMUM QUALIFICATIONS:

Bachelor’s Degree in Engineering, Electrical Engineering Extensive understanding of building and electrical codes, design specifications, and recommended practices for specialty equipment, controls, and power sources. Demonstrated experience working in a matrix organization.

 

MIMINUM KSA (Knowledge, Skills, and Abilities):

Thorough knowledge of building design procedures, building M/E/P systems, building materials and systems, construction procedures and detailing. Proficiency with the design process from inception through bids and EOR construction support.  Demonstrated experience in developing biddable design and construction documents and procurement packages. Excellent verbal and written communication, organizational, collaborative and relationship building skills with demonstrated experience both within and outside an organization. Must be able to initiate work from a bare problem statement and perform / manage all investigation, design, and contract packaging to drive toward an efficient result with minimal impact to railroad operations. Understanding of passenger railroad operating environments. Working knowledge of rail infrastructure. Working knowledge of specialties impacting design, such as SHPO, NEPA, sustainability and resiliency standards, etc.

 
PREFERRED QUALIFICATIONS:

 

15+ years of relevant professional experience in electrical engineering. 10+ years as a Licensed Professional Engineer. 10+ years of experience in design or design management, with associated applied knowledge of maintenance, planning, and construction for facilities, buildings and/or industrial environments. 10+ years of experience as an Owner’s Representative performing all phases of development including planning, scoping, budgeting, estimating, constructing, and close out in a fast-paced environment with projects ranging in size and complexity that involved management and leadership of multi-discipline design leveraging outside architecture and engineering consulting firms. Prior design experience with building electrical systems and controls. Familiarity with large scale historically sensitive facilities. Knowledge, understanding and prior experience of passenger rail operations, business functions, design / construction processes, and infrastructure requirements. Experience on railroad projects including facilities, mechanical shops, crew bases and support buildings / yards. Knowledge and experience managing or integrating multi-discipline design outside of their core expertise. Master’s Degree (Electrical Engineering)

Must have excellent oral and written communication skills.

 

The salary/hourly range is $149,400-$193,644 for the Sr Principal Engineer position. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
