Job Description SummaryThe Construction & Commissioning Manager is responsible for the construction scope management of all Grid Systems Integration projects (civil works, erection, commissioning) leading all site managers in Brazil. In tendering phase is the sourcing & tendering partner for the construction scope including lessons learnt. You will have solid reporting to the GSI Construction Leader.

Construction scope

The Construction scope is covering the civil work, erection, testing & commissioning scope including the management of subcontractors & consortium partners associated to this scope.He / she has to ensure identification, definition & deployment of proper procedures, processes, resources (internal & external) for organization of all site activities & ensure site works executed, coordinated & managed to achieve Safety, Quality, Cost and Delivery targets of the project to the Customer satisfaction. Site management goal is to obtain provisional acceptance from Customer on time, in quality and in respect of budget.He / She has to support the Projects Managers in all regarding the sites information.At ITO phase, sourcing & tendering partner to select proper construction subcontractors/ consortium partners & provide secured tender full costs to ensure both winning the opportunity and operational excellence during execution (Safety, Cost, Quality & On time).Material control at sites.

Process

Deploy standard & Lean procedures and processes for civil work, erection, testing &  commissioning to ensure operational excellenceMonitor & animate  proper KPIs to support procurement & construction operational excellence  (EHS, Quality, OTD, Cost)Prepare and present monthly meeting with HQ in order to explain our activities performed and KPI achieved with an action plan when needed.

People Management

Lead and manage Region Construction  teams (formed by site managers, administrative assistant and interns) to ensure proper performance with the respect of policies and proceduresEnsure proper team development plan including coaching for leadership skills & construction expertise.

Resources

Ensure proper construction expertise level to execute on time, with proper level of EHS, quality and within budgetWith  regions  & sourcing function  ensure  identification of qualified material suppliers & identification and staffing of qualified Subcontractors/ Consortium partners for construction,  erection, testing  & commissioning project scopeAdapt site organization to contractual scheme : consortium or  subcontractors  to ensure operational excellence (EHS,Q , OTD, Cost)

ITO phase scope

At ITO ensure that construction function is the sourcing & tendering partner by

Establishing accurate should cost for construction scope & technical analysis of subcontractors/ consortium partner to support sourcing negotiationListing the associated riskProposing cost solidity considering market, lessons learntBeing a key player of subcontrator / consortium selection process supported by team technical expertise Drive competitiveness actions related to construction scope to ensure cost out at tender stage

At OTR phase :

Support project execution on scope civil work,  erection & Test/ commissioning to reach Provisional acceptance from customer on time At region & project level ensure that the proper internal function interfaces coordination is in place with design engineering, procurement, logistics, project management, project control, contract management & EHS for construction scopeEnsure proper process in place for management of subcontrators (manpower, material , tool, test equipment) Ensure proper process in place  for coordination between engineering & equipment suppliers to develop the project test schedule plan and test procedures for precommissioning, commissioning,  and dynamic testing.

Planning

Ensure proper process for coordination with different parties ( internal and external) for schedule establishment, update & look ahead process for civil work, erection, testing & commissioning to ensure project completion Support & adapt site organization to project strategy evolution  to maximize cash & margin

Quality

Ensure Management of subcontractor performance : On time / quality/ productivity & be a partner to contract mgt  for claims negotiation Support project management function vs customer on all topics related to construction Development & deployment of standard site Quality Inspection Plan & Test Plans with associated record Ensure proper process in place for site material reception & associated storage including Non Conformity issuance & management if linked to construction scope  to ensure no missing material at start of site activitiesDrive cost erosion action plans to ensure non recurrence of issues having let to margin slippages resulting in the construction scope or caused by construction and resulting on other scopesEnsure lean deployment of construction process on tenders & projects and drive simplification actions to improve productivity and cut waste

Health and Safety

Demonstrate EHS leadership as gemba, reward  and ensure Zero Deviation Plan is implemented within the teamEnsure Identification  and evaluation of  EHS risks at project level and implement practical measuresParticipate & ensure at region level hierarchical/ team safety visits and leads EHS improvement initiatives for construction scopeActively and routinely promote the identification of hazards and near misses to the construction teamActively participate in defining corrective actions when work is unsafe or when an uncontrolled risk is observed in close coordination with EHS function.

Requirements

Engineering graduate08 to 12 years of experience in EPC / turnkey projects management in Substation including civil works scopeKnowledge  & experience in the grid / electrical /renewable.Knowledge in AIS and GIS HV equipment (TC, TP, Power Transformers, Reactors, Capacitors, P&C and other Substation´s equipment.Strong Leaderships skills to work in matrix organization with experience of international management.Team player & networker Capacity to manage portfolio of projects in different countriesCapacity to define, deploy a strategy & agile vs environment changesOrganizational, program development and planning mind setFrequent travels (50% of the time) Fluent in English
