Sr Proposal Manager (DoD)

We are seeking a highly skilled and experienced Senior Proposal Manager to join our dynamic team. The ideal candidate will have at least 8+ years of experience managing proposals in the federal space, with a solid track record of winning proposals for DoD and military contracts. The candidate should preferably hold an APMP certification and/or have Shipley training. This role requires expertise in managing and winning proposals of $50 million or more, with comprehensive experience in full lifecycle proposal management.
Work Authorization: This Position requires the Ability to obtain a DoD US Govt. High Level Public Trust Security Clearance (Due to the Rules and Regulations and Requirements from the US Govt and our Client – Candidates must be able to provide proof of US Citizenship or US Govt Permanent Resident – If Candidates already have an Active Public Trust or Secret Clearance then great!)
Key Responsibilities:Proposal Management: Lead and manage the entire proposal development process from inception to submission, ensuring compliance with all RFP requirements and deadlines.Compliance Matrices: Prepare detailed compliance matrices to ensure all proposal elements meet RFP requirements.Proposal Calendars: Create and maintain proposal calendars, ensuring all deadlines are met and milestones are tracked.Proposal Meetings: Facilitate proposal kick-off meetings and subsequent proposal meetings to ensure clear communication and task assignment.Team Coordination: Assist in assembling proposal writing teams and coordinate their efforts throughout the proposal development process.Color Team Reviews: Organize and lead proposal color team reviews (e.g., Pink, Red, Gold team reviews) and debriefs to ensure continuous improvement and quality.Content Development: Coordinate writers and subject matter experts to develop compelling and compliant proposal content.Collaboration: Work closely with teaming partners, recruiters, contracts, and pricing departments to ensure all aspects of the proposal are aligned and meet requirements.Document Assembly: Oversee the assembly of draft and final proposal documents, ensuring accuracy, completeness, and compliance.Strategy Development: Collaborate with business development and capture teams to develop win strategies, themes, and discriminators.Quality Assurance: Implement quality control measures throughout the proposal process to ensure high standards.
Qualifications:Education: Bachelor's degree in Business, Marketing, Communications, or a related field. Advanced degree preferred.Experience: Minimum of 7+ years of experience in managing proposals in the federal space, specifically for DoD and military contracts.Track Record: Demonstrated success in winning proposals of $50 million or more. Or at least a proven track record of managing and winning proposals for at least 5+ yearsCertifications: APMP certification (Foundation or Practitioner level) and/or Shipley training preferred.Skills:Knowledge: Deep understanding of the federal procurement process, FAR/DFARS regulations, and government contracting principles.Lifecycle Management: Proven experience managing the full lifecycle of proposal management, including compliance matrices, proposal calendars, team coordination, and document assembly.Proficiency in Microsoft Office Suite and proposal management tools (e.g., SharePoint, GovWin, etc.).
