Job Overview

This is an onsite-hybrid position located in Milwaukee, WI.

The Sr. Regulation and Compliance Engineer Ensures that all Construction, Mining, Forestry, and Forklift products comply with safety, environmental and other regulations in North America.  Obtains or provides legal declarations that products meet necessary standards.

Ensures that the Komatsu Ltd. Development and Marketing organizations are informed, not only of current, but also proposed and impending regulations. Utilizes industry associations and governmental agencies for this purpose. These regulations include national, state / provincial and major municipal regulations in North America.

Ensures that Komatsu’s interests are represented in business associations such as Association of Equipment Manufacturers, Engine Manufacturers Association, etc. and standards development organizations such as SAE and ISO.  Works closely with, negotiate interpretations, and maintain good relations with governmental offices such as OSHA, MSHA, Work Safe Alberta, Workman’s Compensation Board of British Columbia, Oregon OSHA, etc.

Works with Engineering and overseas personnel to ensure that machines for export meet regulatory standards in the importing countries (e.g. Canada, Mexico, Chile, etc.).
 

Key Job Responsibilities Maintain categorized matrix of regulations for each region of North America to ensure that all Technical Centers (in USA, Europe and Japan) design to meet these standards and regulations.  Work with KLtd.  Development Division at Japan HQ in this regard.   Inform and train design engineering staff as required. Research North American governmental websites and report new regulations or updates to existing regulations.  Also research global regulations concerning USTC original design products. Cultivate constructive relationships with governmental agencies in order to correct issues quickly and to learn of impending changes in legislation. Respond to questions from KAC Marketing, Field Sales, and Service staff pertaining to required local regulations and interpretation of emissions regulations. Provide certifications that products meet these regulations, when possible. In the event of out-of-compliance issues, discuss and plan a short-term resolution with Regulations & Compliance Group management and related KAC staff.  Work with responsible U.S. Technical Center or Komatsu Ltd. to resolve the issue with a permanent countermeasure. Regulations & Compliance Group management ; keep KES check sheets up to date concerning N.A. Regulations, Participate with regional business associations such as Association of Equipment Manufacturers, Engine Manufacturer’s Association, and relevant governmental agencies such as OSHA, MSHA, Work Safe Alberta, Workman’s Compensation Board of British Columbia, etc.  Report to Regulations & Compliance Group management any issues that may affect Komatsu’s interests. Work with industry counterparts (competitors) to develop safe and achievable standards within organizations such as ISO, SAE, etc.  Promote and report on the U.S. engineering staff participation on the U.S. committees that affect our product lines. Negotiate with counterparts to ensure that Komatsu’s standards and interests are upheld as much as possible. Actively participate in annual Global Regulation Meeting and share information with other Komatsu-Group companies throughout the year. Qualifications/Requirements Bachelor of Science in Engineering degree and at least 8+ years of experience in construction, mining, forest or utility equipment.   Detailed, practical knowledge in operation, trouble-shooting, repair and evaluation of construction, mining and utility equipment – especially including competitive models.  Ability to operate and compare Komatsu and competitive models is essential. Detailed knowledge of customer applications including surface mining, earthmoving for construction and highway projects, and specialized applications such as Sanitary Landfill, Scrap Handling, Forestry, etc. Detailed knowledge of machine systems including hydraulics, electrical system, operator protective equipment, operator ergonomics, entry and exit systems, sound levels, exhaust and emission control systems, etc.  Knowledge of test procedures required to measure performance in these areas. Thorough knowledge of regulations and standards such as Title 29 Occupational Safety and Health Act (OSHA), Title 30 Mine Safety and Health Act (MSHA), state and major municipal ordinances, International Standards Organization (ISO), SAE, Workman’s Compensation Board of British Columbia, Mexico Federal Register.  Working knowledge of EU regulations such as European Community Machinery Directive, Earthmoving Machine Safety EN474, etc. Communication and negotiation skills in order to represent Komatsu’s interests in development of national and international standards (along with competitors such as Caterpillar, John Deere, CNH etc.)  Ability to work productively with Distributor, Customer and Komatsu Sales personnel in order to resolve issues and potential issues involving safety and regulatory issues. Ability and willingness to travel, including international travel. Additional Information
