Complete Description:
Scope of Work
1. Provide detailed support to reporting and clinical stakeholder workgroups
2. Work closely with Business and Operations SME, Technology Coordinator, and Legal Coordinator to develop and implement HISP and HIE certification programs, including, but not limited to, pilots and program documentation, policies and procedures
3. Create, implement, and maintain a quality and performance monitoring and improvement program based on an established framework and in coordination with other subject matter experts and managers. The program will include:
a. Federal grant compliance measures
b. Operational performance measures
c. Clinical improvement/health outcomes measures/studies
d. Consumer and customer satisfaction surveys
4. Create, implement, and maintain analyses, reports, and dashboards communicating quality and performance program status and results to various audiences including stakeholders, management, and the general public
5. Ensure technological methods for monitoring and reporting are integrated into the community shared services platform procurement and support operational deployment
6. Develop additional evaluation and performance related content, approach and materials to meet program needs
7. Work closely with State HIT Coordinator and Program Director on program benchmarking and reporting
8. Collaborate with SME’s and BA’s, as needed, to address program activities and mitigate issues

• No less than 5 years total work experience in working with clinical quality improvement programs such as HEDIS (Required)
• Experience with large scale projects designing, developing and delivering initiative evaluation, monitoring and reporting (Required)
• Experience with data gathering, analysis, benchmarking, assessing and routine monitoring of projects (Required)
• Experience with creating operational policies and procedures essential for effective evaluation, monitoring and reporting (Required)
• Strong listening, writing, analytical and presentation skills (Required)
• Collaborative, flexible nature with ability to work with diverse, complex and shifting dynamics (Required)
• Experience designing and implementing survey-based studies (Highly Desirable)
• Experience with the Commonwealth of Pennsylvania (Highly Desirable)
