Sr. Administrative Manager

We are seeking a **_Sr. Administrative Manager_** who will report to the Administrator of the Department of Genetic Medicine. Under the direction of the Administrator, the Sr. Administrative Manager has responsibilities and facilitates and designs all processes across DGM. Support to the Administrator with supervision over all admin and finance positions (sponsored & non-sponsored) and operations across financial, compliance, clinical, space and overall DGM operations. This position provides high-level leadership and support to the Administrator for the financial, operational, and administrative activities of the aforementioned areas in order to advance the DGM’s clinical, research, and education mission. May also oversee and direct the implementation of major projects, programs, and operational changes as assigned by the DGM Administrator.
**Specific Duties and Responsibilities**
+ Manages the financial, operating, and administrative regulatory activities, and provides support with: Budgets, Financial Analytics Dashboards, Medvitals, Tableau, Caf, RVU monitoring ant tracking, Open Faculty Tool, Faculty Merit Upload, FCBT, Faculty Incentives supplements and salaries, New Fund Flow, and oversight of day-to-day operations at MRB Building.
+ Manages the shared administrative coordinator support across DGM and MRB labs for general support to labs to include ordering supplies especially during transitions/turnover of lab/research staff.
+ Regulatory and Safety which will oversee the regulatory and QI/Safety activities across the clinical divisions of the Department of Genetic Medicine.
+ Under the direction of Administrator and Director oversees facility and space management across the Department of Genetic Medicine including safety issues related to facilities (facility management for DGM spaces MRB, PCTB, Blalock, CMSC, and Rangos).
+ Responsible for data management and communications which includes to serve as the Deputy Data Security Liaison to the DGM Administrator and ensure HIPAA compliance and appropriate data encryption across DGM.
+ Directly participates in all clinical negotiation, including responding to RFAs, and affiliations agreements. Monitors invoicing payments and compliance with contracts. Prepare ad hoc business plans for future growth and new programs. Assist to identify, develop and coordinate with the Offices of Development and External Affairs, divisional fund raising and public relations programs.
+ Laisse with the GRCF and Accounts Receivable to initiate the collection of outstanding Service Center receivables and tracks revenue for services centers.
+ Provide leadership for clinical financial lines of business, discretionary funds, and general operating funds. Monitor clinical activities for profitability and resource intensity. Review monthly account and/or business plan activity, correct errors, and inform the Administrator and faculty of any problems or discrepancies.
+ Works with Administrator to develop overall strategy for expenditure control and revenue growth. Supports the development of DGM fiscal operating budget for submission to the School of Medicine (SOM) Business Office and applicable JHHS entities at least annually.
+ Tracks all capital equipment and alerts Fixed Assets to any equipment acquisitions and changes. Oversee Fixed Assets audits and Sponsored and Non-Sponsored Program audits.
+ Develops, reconciles, and maintains a precise and accurate database of all service agreements for capital equipment and reviews service agreement renewals across all groups to ensure economies of scale and group discounts on shared vendor agreements.
+ Tracks clinical practice revenues for faculty and genetic counselors. Implements systems to provide proper controls, analysis and good business practice. Tracks and reports on clinical charges and collections. Monitors and reports on trends with payor denials, pre-authorization denials, days in AR, and billing or invoicing lags. Reviews or prepares business plans for potential new business opportunities in the clinical lab space, as requested by Administrator. Forecasts budgets and/or provides guidelines for forecasts with subordinates and coordinates with Administrator. Accountable for the financial, volume and operational performance of the clinical areas and operating expenses.
+ Develop, implement and oversee appropriate billing strategies to maximize annual charges. Ensure accurate compliance of billing activity in accordance with institutional guidelines. Facilitates open sharing of clinical productivity data and develops profit and loss statements at least monthly for review by Leadership.
+ Develop strategies and budgets in conjunction with the Administrator and faculty for establishing and utilizing discretionary funds for joint activities.
+ Develops and participates in the analysis and evaluation of strategic business plans, feasibility studies, market assessment, marketing plans, data gathering, implementation plans and presentation of written reports on prospective and existing clinical and research programs.
+ Formulate tactical business plans in conjunction with administrative leaders in the SOM, JHHS, and other affiliated institutions.
+ Develop staff job descriptions and restructure current job descriptions for administrative staff positions as needed. Work closely with HR Generalist and Administrator for appropriate grading and salaries.
+ Oversee the onboarding and offboarding of faculty and staff in Service Centers, Clinic, Research Labs and Administrative Team including but not limited to safety training, IT access training, and general facility use. Develop and maintain all documentation and training materials for new employee orientation. Monitor ongoing training and ensure all staff are up to date and compliant with annual JHU training requirements.
+ Develop new administrative policies and procedures, as needed, to ensure smooth operation of the division. Make recommendations to Administrator in the form of decision options.
+ Ensure space and equipment inventories are maintained in compliance with SOM, JHHS, and governmental guidelines. Outline existing opportunities to improve space utilization and define needs and justification for additional space to the IGM, SOM, and JHHS.
_External Relationship Management_
+ Oversee responses to patient and referring physician complaints and ensure prompt resolution, in accordance with institutional policies, of their concerns. Partners with affiliated facilities in areas of access and program development, clinical collaboration and network development. Participate in various safety, regulatory, data security, and space committees in the SOM at the request of the Administrator. Report information bi-directionally between DGM leadership and SOM leadership regarding each area.
_Internal Relationship Management_
+ Schedule and facilitate regular meetings between DGM, as well as the other stakeholders across JHM. Collate and organize data, develop reports, present data to DGM and JHM leadership with full analysis and decision options for performance improvement.
+ Builds strong collaboration with Administrator to ensure DGM’s goals are met.
+ Proactively identify faculty concerns and issues, and partners with Administrator for appropriate resolution. Establishes communication channels with staff and faculty to ensure that they receive information on internal and external issues that impact the operations of their assigned areas, as well as provide advice, assistance, information and service that aids them in attaining related objectives.
+ Works with appropriate personnel and/or organizations to ensure that teams and individuals have the clinical, information and organizational tools to serve our patients and customers effectively and efficiently.
_Regulatory Management_
+ Oversee all aspects of the Quality Management Program. Act as the lead and primary contact in all safety, Quality Assurance, and regulatory matters for the DGM. Establish process and procedures to ensure compliance with JHU & JHH and outside agencies polices. Oversee the development, implementation, ongoing maintenance, and compliance for all aspects of the QI program. This includes the effective and compliant use of the Epic EMR system and Epic Beaker for sample accession, sample tracking, patient identification, results reporting, and clinical billing. Oversee the completion and submission of all clinical and laboratory licensing and permit applications, registrations, and other regulatory submissions. Assures that all staff, especially new hires, receive appropriate training and that this training is documented in their personnel file. Assign, organize and review annual competency documentation for clinical staff.
_Facility Management_
+ Manage division projects such facility renovations, selection and purchase of furnishing and equipment, and telecommunication systems at MRB, Blalock and other areas as needed.
+ Manage all operations of the technical facility at MRB Building including interfacing addressing any safety issues/concerns from faculty and staff, reviewing facility work orders and approving maintenance contracts.
+ Manage space inventory of all DGM space in SOM systems, including but not limited to Archibus and AttainSpace for MRB & Blalock.
+ Ensure accurate and timely information is entered into these systems and report any significant changes to space to the DGM Administrator.
+ Maintain up to date space floor plans for all DGM spaces.
_Data Security Management_
+ Act as the DGM’s Deputy on the Data Privacy Protection Program (DP3) administered by Johns Hopkins Medicine.
+ Participate in mandatory meetings, maintain documentation, report changes to data infrastructure, and assign training to staff and faculty as needed.
+ Report any data security or HIPAA breaches to the JHM Privacy Office; follow up on all reports and ensure all breaches are documented and closed out appropriately after review by the Privacy Office.
+ Be proficient in the available software systems that have Business Associate Agreements (BAAs) with JHU and disseminate information and decision options to the DGM regarding available resources.
+ Stay abreast of and communicate all IT@JH policies regarding data security, encryption, cloud storage, and computing.
+ Present any significant changes to DGM Administrator and Director, and present policies at least annually to DGM Faculty.
+ Participate in technology architecture to ensure efficiency across operations and HIPAA compliance.
+ Maintain proficiency in Epic and Epic Beaker.

**Minimum Qualifications**
+ Bachelor's Degree in Business, Finance, Accounting or other related field.
+ Five years progressively responsible professional-level administrative or financial experience related to monetary or non-monetary resources of a department, center or unit.
+ Master's degree in a related field may substitute for required experience and additional experience may substitute for education, to the extent permitted by the JHU equivalency formula.
**Preferred Qualifications**
+ A keen understanding of and experience with integrated academic health care systems and in clinical practice management.

Starting Salary Range: $73,300 - $128,300 Annually ($100,800 targeted; Commensurate with experience)
