About this opportunity:

Cenovus Energy is seeking a Sr. Advisor Marine Assurance. As part of the Marine Assurance Team, the Sr Advisor–Marine Assurance will be responsible for performing routine assurance assessments of marine related activities, including inspection of vessels and terminals, determining suitability of vessels, vessel operating companies and terminals interacting within Cenovus's value chain. The Sr. Advisor will be a subject matter expert in assessing marine risk by applying their experience to improve safety and reliability of marine operations, vetting and clearance reviews and providing ad-hoc marine advice as required. They will support business delivery by establishing effective engagement and communication with 3rd party technical managers to review and assess their vessels for Cenovus's use.

What you’ll do:

Uses risk management tools to manage Cenovus’s marine risk through the vetting and clearance of tank vessels, tugs, barges and associated terminals involved in the transportation of crude and petroleum products.

Provide marine activity support and advice to Cenovus Energy partners, Technical Managers and Industry Entities that move hydrocarbons or other hydrogen products in bulk on the water.

Complete vetting and clearance tasks, prioritizing urgent vessel assessments while keeping the relevant internal stakeholders informed of the clearance status.

This role requires a degree of independent decision making with an ability to influence/direct decisions when it comes to marine related operational issues. Given the technical nature of this role and specific qualifications, this individual should be able to make decisions and recommendations related to Cenovus's overall marine assurance and vetting program. Some examples are:

◦ Maintenance and updating of established vetting and assurance parameters.

◦ Approval of vessels calling on Cenovus’ and third-party managed facilities.

◦ Identify optimization opportunities related to marine assets.

Assess marine incidents/casualties related to vessel and terminal business nomination clearances as needed.

Interface and maintain records within the Marine Assurance vetting platform and apply appropriate risk tolerant decisions to effectively demonstrate procedural performance of all vessel clearance and marine assessment activities.

Arrange third-party vessel, terminal and vessel technical manager inspections/assessments as required.

Schedule, review and assess TMSA/OVMSA/MTIS audits and SIRE/OVID inspections conducted on behalf of Cenovus Energy.

Who you are:

Legally authorized to work in the US.5+ years shore-based industry experience with previous vetting and clearance experience within the Oil Majors/Integrated Energy Companies space preferredClass II/2 or III/2 (Master Mariner or Chief Engineer) and experience as Master/Chief Officer or Chief Engineer/2nd Engineer on board oil, gas or chemical tankers or equivalent professional marine qualification/experience with a shipping background including substantial experience in the management of ship operations and/or management of marine terminal operations preferred.Exceptional communication and negotiation skills.Hold normal office hours with the ability to provide 24/7 on-call vetting support.Strong knowledge of OCIMF systems and processes including SIRE/OVID inspections, as well as CDI and IMCA programs and Port State Control inspections with applicable responses to close out observations/findings.Familiarity with standard tanker charter parties, clauses, and Incoterms.Capable of making significant marine risk decisions independently and within procedural guidelines.Knowledge of relevant maritime legislation and regulations e.g., Canada Shipping Act/Marine Liability Act and pollution liabilities, SOLAS, MARPOL.Strong understanding of corporate and marine risk assessment principles and their practical applications including risk mitigation.Analytical risk review experience, specifically regarding dynamic barrier assessments and leading indicators.
