Sr. Analyst Bids and Proposals

This position is located in the growing Quad Cities, specifically in Davenport, IA. Eaton's Mission Systems is one of the Top 20 major employers in the area.

 

The expected annual salary range for this role is $80250.03 - $117700.04 a year.  Please note the salary information shown above is a general guideline only. Salaries are based upon candidate skills, experience, and qualifications, as well as market and business considerations. 

 

The Davenport facility has 900+ employees and is leader in design, development, manufacture and delivery of aerospace mission systems components, systems and services to the US defense and commercial global aftermarket and OEM markets. World Leader in Air to Air Refueling technology

What you’ll do:

•    Reviews requests for proposals (RFPs) and develop an internal plan to deliver the proposal working closely with the cross functional teams.
•    Prepares and manages proposal development schedules, identifies the personnel needed to support bid efforts, delegates responsibilities and is ultimately responsible for delivering high-quality proposals within the customer specified timeframe.
•    Ensures that all required participants such as engineering, procurement, operations, contracts, quality, finance and program management are available from the functional leads for the proposal preparation.
•    Manage bids and proposals that are of  varying risk and complexity.
•    Responsible for bid preparation and ensuring efforts are in full compliance with Eaton governance process.
•    Plans, directs, and monitors bid schedule and serves as primary internal and customer contact for bid information.
•    Responsible for post bid debrief.
•    Ability to analyze operational data, pricing, material/labor estimating, bid analysis and financial analysis.
•    All other related duties as assigned.

Qualifications:

Minimum Requirements:
•    Bachelor’s degree from an accredited institution and 2 years of experience in pricing, material/labor estimating, bid analysis or financial analyses OR High School Diploma or GED and 7 years of experience in pricing, material/labor estimating, bid analysis or financial analyses  
•    Must be authorized to work in the United States without company sponsorship now or in the future
•    No relocation benefit is being offered for this position.  Only candidates that currently reside within 70 miles of the Davenport, IA facility will be considered. Active-Duty Military Service member candidates are exempt from the geographical area limitation.
•    This position requires use of information or access to hardware which is subject to the International Traffic in Arms Regulations (ITAR). All applicants must be U.S. persons within the meaning of ITAR. ITAR defines a U.S. person as a U.S. Citizen, U.S. Permanent Resident (i.e. ‘Green Card Holder’), Political Asylee, or Refugee

 
Preferred Qualifications:
•    Bachelor Degree in Engineering, Business Administration, Finance or Program Management
•    5+ years of relevant experience working in an aerospace manufacturing environment.
•    Working knowledge of ERP/MRP systems. 
•    Audit and negotiation experience with Government and Commercial Customers
•    Outstanding decision-making, planning, organizational, analytical and problem-solving skills.
•    Excellent written communication skills, including the ability to read, write, and understand technical proposals and reports.
•    Superb verbal communication skills, capable of expressing ideas clearly and communicating effectively with employees at all levels in the organization, including the ability to prepare and make technical presentations to small groups.
•    Exceptional organizational skills to independently prioritize daily activities to meet proposal objectives.
•    Expert in MS Office applications (Word, Excel, Outlook, Access, and PowerPoint and Visio).
•    Skilled in macros, lookup functions, array formulas, pivot tables, and data management. 
•    Must have a demonstrated ability to interpret Request for Proposal/Request for Quote, contracts, schedule development and management, and customer relations.
