Job DescriptionMission Technologies, a division of Huntington Ingalls Industries, has a growing opportunity for a Senior Facility Security Officer in our Roanoke, VA location supporting our Warfare Systems Division.
In this position the successful candidate will carry out the required security measures that are necessary for implementing requirements of 32-CFR Part 117 (the National Industrial Security Program Operating Manual (NISPOM)), government security regulations, and company security policies and procedures. Primary duties include the execution of daily security program requirements as well as participation and contribution to the company’s security program, as well as conducting various security briefings. The successful candidate will also administer an effective security education program, will adhere to and will enforce security policies and procedures required for the classification, downgrading, upgrading, and safeguarding of classified information at the local facility.
The Successful Candidate will:
• Manage all aspects of the National Industrial Security Program (NISP) and other security activities for HII Mission Technologies, including document control, visitor control, personnel security, and interpretation/preparation/maintenance of prime and subcontract DD Form 254 for classified contracting.
• Prepare, track, and monitor DD254's forms for subcontractors ensuring 100% accuracy and completeness.
• Conduct periodic self-inspections as directed by 32-CFR, the National Industrial Security Program Operating Manual (NISPOM) and provide extreme attention to detail to all portions of the self-inspection to include follow up, follow through, and closure of items.
• Implement federal security regulations that apply to company operations and organization reputation.
• Obtain rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies.
• Prepare manuals that outline regulations, and establish procedures for handling, storing, and keeping records, and for granting staff and visitors access to restricted records and materials.
• Create, execute, and monitor HII Mission Technology security policies, procedures, and practices in compliance with government security requirements.
• Provide guidance and instructions to all employees to ensure any event, circumstance, or act that could be considered a breach of security is reported immediately.
• Provide guidance and instruction to employees to ensure completion of security paperwork.
• Conduct security trainings, briefings, and debriefings and track accordingly to program initiatives and security requirements.
• Contribute to the development of new concepts, techniques, and standards.
• Manage, protect, and safeguard all classified materials (receive, control, route, store, mark, package, mail, and destroy all classified materials and their associated records).
• Develop, maintain, and administer comprehensive Security Standard Operating Procedures as well as maintain closed and restricted areas.
• Maintain Emergency Action Plans to establish procedures and outline responsibilities of assigned personnel for safeguarding classified information during emergency situations.
• Administer Defense Information for Security System (DISS) activity including processing and maintaining personnel security clearances and visit requests to include follow up and tracking.
• Serve as the primary contact for Defense Counterintelligence & Security Agency (DCSA) reviews and correspondence for HII Mission Technology and the Roanoke, VA facility.
o Establish and maintain a working relationship with DCSA and other Government security officials.
o Prepare for and participate in the DCSA facility security assessments.
• Prepare reports and presentations for all levels of Management including Senior Management that include keen attention to detail.
• Manage the National Industrial Security System (NISS) to maintain facility security information, upload applicable DD254’s, submit applicable Change Conditions, and monitor notifications.
• Investigate and report security violations, follow through on incident reports, and prepares reports specifying preventive action to be taken.
• Maintain all records in compliance with our security manual and procedures.
10 years relevant experience with Bachelors in related field; 8 years relevant experience with Masters in related field; or High School Diploma or equivalent and 14 years relevant experience.
• In scope, CE enrolled Top Secret clearance required.
• Strong knowledge of 32-CFR (NISPOM) and the aspects specific to the execution of the Industrial Security Program. To include personnel security; classified information systems assessment & authorization; classified contract management and contract security classification specification (DD254) preparation; physical security; insider threat program; counterterrorism and counterintelligence; administrative inquiries, etc.
• Complete understanding and implementation of Title 32 CFR Part 117, SEAD3 reporting requirements.
• Strong knowledge and use of Department of Defense Systems and applications which include but are not limited to DISS, NCAISS, NISS, and SWFT.
• Knowledge and experience of enforcing security policies and procedures.
• Ability to capture fingerprints electronically.
• Ability to handle complex assignments and work in coordination with other initiatives.
• Ability to prioritize and see projects through from beginning to end.
• Acts as an expert advisor between Roanoke leadership and the Security Organization.
• Expertise in the management of a cleared facility.
• Strong written and oral communication skills.
• Strong leadership and interpersonal skills.
• Proficient Microsoft Office skills.
• Required to work well in a team-oriented environment, and manage local team members, workload, and tasks with minimal supervision.
• Required to establish a solid foundation working relationship with onsite leadership, program managers, and employees.
• Ability to prioritize taskings and handle multiple assignments concurrently in a fast-paced working environment.
• Will serve as a backup CPSO. Ability to learn and maintain special customer processing is required.
• Facility Security Officer Program Management for Possessing Facilities certificate of completion a plus.
• Establishing an Insider Threat Program Course certificate completion, a plus.
• DCID 6/4 Eligibility preferred.
• Knowledge of Access Commander is a plus.
• Knowledge of SAP, Intelligence Community, and other Government security regulatory manuals a plus.
• COMSEC experience a plus.
• ICD 705 experience a plus.
