The Program Manager/Value Stream Leader (VSL) is responsible for leading mission-driven programs that provide development, deployment, and support of fielded systems in support of the F-16 Aircraft. F-16 programs require a VSL that has excellent customer-facing and communication skills, political savvy to work competing customer priorities, ability to translate development/support requirements from overarching customer mission goals.
The program manager/Value Stream Leader (VSL) position is responsible for the execution of programs from inception to completion within the F-16 programs. The VSL is responsible for profit and loss of the programs. Additionally, the VSL will have responsibilities to develop and support the execution of product line overall growth strategy associated with an approved pursuit effort to increase the win probability of new and existing projects.
The selected candidate primary focus will be to identify new business opportunities, propose and execute new and current efforts in support of the F-16 program inclusive of following corporate processes for business development and capture management. The VSL responsibilities will include oversight of all current programs by working closely with all functional areas in a matrix organization. Specific tasks include Development, implementation, and maintenance of Program Management Plans, consistent with program requirements and company policies. Duties include orchestrating bid strategy, providing oversight of the development of proposal volumes and creating, leading, and supporting capture and proposal teams.
What You Will Do:
Lead programs thru all execution phases of contracts
Program management of cost, schedule, technical execution and cost account management, supporting new business, proposals.
Lead opportunity pursuits from qualification to award leveraging honed Capture processes and offering creative expertise
Develop associated briefing materials and present at gate reviews to Strategic Solutions leadership team
Identify opportunities for efficiencies to include automated processes, tools, and data reuse across corporate capability offerings
Utilize customer management tools to develop and track new business opportunities
Qualifications You Must Have:
Must have a minimum of 10+ years leadership experience managing differing contract types in all phases of the program life cycle.
Typically requires a University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience
Experience in risk assessment (both operational and Programmatic), risk mitigation, cost account estimation, cost management, schedule management, and on-contract growth.
Experience with leading a multi-functional team from proposal generation through contract award / completion including experience managing cost, schedule and technical aspects of a program as well direct experience with complex customers.
Must have extensive Financial acumen experience (i.e. AOP) and experience in program management techniques (full Profit and Loss responsibilities)
Active and transferable U.S. government issued security clearance is required prior to start date
U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Qualifications We Prefer:
Ability to travel domestically approximately 20% percent of the time.
Must be able to obtain Conditional Program Management Certification, in accordance with Raytheon Policy 248-RP, within 6 months of hire date unless extended under the policy.
Experience presenting program status utilizing business and project management tools and procedures such as IPDS, EVMS, IMS/IMP, Risk Management, Financial Forecasts and EAC is required.

The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
