Sr. Procurement Analyst

The Sr. Procurement Analyst will serve as Lead in the procurement process, providing mentorship, training, and guidance. The Sr. Procurement Analyst will serve as the company liaison with vendors, and interface with company’s management team on procurement matters.. We actively strive to channel our highly engaged employee’s knowledge, critical thinking, innovative solutions for our clients. **Responsibilities** + Recommend most desirable suppliers, prepare and issue requests for quotes pre-award in support of bids and proposals, and post-award on existing contracts. + Ensure RFP documents are complete and in compliance with the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Health and Human Services (HHS), and other Government Procurement Regulations, and company policies, procedures, directives, etc. + Ensure RFP documents include, but are not limited to: Acquisition Plans, Acquisition Strategies, Quality Assurance Surveillance Plans, Independent Government Estimates, Performance Work Statements, Performance Requirement Summaries, Request for Services Contract Approval Forms, and Market Research Summaries. + Review purchase requisitions and issue purchase orders (manually or using CostPoint) contact suppliers for PO delivery/status information, and update PO tracking. + Responsible for order placement, tracking, receiving, inspecting, and storage of equipment, merchandise, and/or supplies in support of contract field managers and directors. + Responsible for negotiating prices, terms, schedules and other provisions of purchase orders and service contracts which are of moderate dollar value, risk, and complexity. + Coordinate the shipment or delivery of equipment and supplies to project locations in support of requirements. + Coordinate and maintain records for company issued equipment and supplies. + Reconcile transactions by comparing and correcting data, including reconciling monthly purchase card (p-card) for small dollar purchases. + Using company procurement software and tools track and report on vendor and product quality through Vendor Performance Evaluations. + Using company procurement software and tools to streamline processes and recommend improvements to the procurement process. + Interface and coordinate with the following: Finance/ Pricing, Operations, Contracts, and vendors. + Responsible for mentoring junior level staff and training departments on procurement related policies and procedures. + Comply with company procurement policy and procedures and documentation requirements. + Other duties as assigned. **Qualifications** + Bachelor’s Degree in Business Administration, Finance or related field of study. + At least seven 7 plus years of direct government contract procurement experience in a Procurement role. + Direct and relevant experience can be substituted for the degree requirement. _Knowledge, Skills and Abilities:_ + Thorough understanding of FAR / DFAR/ ITAR, provisions, terms and conditions of government contract documents. + Knowledge and skill to apply guideline material by reading and interpreting procurement regulations, statues and technical material, and translating the guidance into specific actions, e.g., the preparation of solicitation documents. + Knowledge of report writing techniques to present factual information clearly, to write procurement memoranda and minutes of meetings, and to draft simple contract provisions and supporting documentation. + Knowledge of a wide range of contracting methods and contract types to plan and carry out preaward and/or postaward procurement actions. + Familiarity with business practices and market conditions applicable to program and technical requirements sufficient to evaluate bid responsiveness, contractor responsibility, and contractor performance. + Negotiation techniques sufficient to negotiate or administer contracts where the contracting actions are well defined and well precedented. + Knowledge of formal advertising sufficient to solicit bids to procure a variety of requirements ranging from services to specialized supplies. + Strong working knowledge of Microsoft Excel and Word. + Excellent communication skills; ability to work well within a team. + Excellent skills in time management, setting priorities, and providing guidance to other contracts professionals. **Teleworking Permitted?** Yes **Teleworking Details** Hybrid - 2 days onsite, 3 days remote **Estimated Salary/Wage** USD $90,000.00/Yr.
