Qualifications: Bachelor's Degree in an Engineering discipline from a recognized university; an advanced degree is advantageous. Membership in a recognized professional engineering or project management association/institution is an added advantage.
Experience: Minimum of 12 years of experience in engineering, project management, and execution of infrastructure and civil projects. Experience in project execution within the oil & gas environment is preferred. Comprehensive understanding of project life cycle management. Proven experience in engineering coordination across multiple disciplines during Feasibility Studies, Concept Optimization, FEED, and EPIC phases. Strong skills in communication, team building, presentation, report writing, and management of meetings.
Responsibilities: Lead and coordinate project teams to provide complete project management services for onshore projects, ensuring successful delivery from inception to completion and handover. Prepare and implement Project Execution Plans and QHSE Plans for all assigned projects. Oversee and monitor planning, cost control, budgeting, contract administration, progress reporting, change management, and gate approval processes. Manage and coordinate multidisciplinary engineering teams to achieve cost-effective designs and resolve technical issues efficiently. Participate in preparing tender packages, tendering processes, evaluating submissions, and providing recommendations to tender committees. Develop and maintain risk registers, ensuring risks are identified, managed, and mitigated effectively. Collaborate closely with end users, stakeholders, government bodies, statutory authorities, and third-party entities such as joint ventures (JVs). Contribute to the resolution of variations and contractor claims. Assist in reviewing and developing procedures and guidelines as required. Mentor and train Qatari developees to help them achieve their full professional potential.
