Responsibilities: Under direct supervision, the Trainee will assist in activities of the Medical Administration Unit in execution of varied budget, accounts payable, procurement, contracting, staffing, recruitment, auditing, forecasting, vendor relations, and new initiative activities that support MTA Headquarters, NYC Transit, MTA Bus, Metro-North Railroad, Long Island Railroad, Bridges & Tunnels, and MTA Police. The Trainee will assist with a number of core responsibilities, as well as provide support on an as-needed basis in any of the MAU’s functions. The Trainee will assist with activities that may include, but are not limited to, the following: 1. Budgets and Accounts Payables: budget forecasting; expense and accounting reconciliation; preparation of justifications of new needs; validation of accuracy of invoices against time records and price schedules; receipting of invoices for payment; producing labor and non-labor spreadsheets. 2. Procurement: source services and obtain cost estimates/proposals; draft provider Scopes of Work, Technical Specifications, Justification memorandum, and cost estimates; enter requisitions to, and retrieve data from, Peoplesoft system; monitor contracts for low funding balances and term expirations, and take appropriate and timely actions; update contract reports; liaison with Project Managers and Vendors to identify requirements, respond to inquiries, and move forward execution of awards; research/resolve vendor issues; and perform benchmarking and market research. Incumbent will be required to communicate verbally and in writing with active and potential providers, contract Project Managers, and numerous personnel throughout OHS and other MTA departments, most frequently with Procurement, Budget, the Business Service Center, People Group staff and other key stakeholders to develop understanding of requirements, ensure timely execution and resolution of bottlenecks, prepare supporting documentation, and respond to questions. 3. Staffing and Recruitment: track medical certifications/licensing statuses and audit process compliance; submit job vacancy requests for posting, and track movement through approval processes, salary administration, background verification, and liaison with the People Department to resolve issues as they arise and move hiring to completion. 4. Internal Controls: Incumbent will assist the Director/Internal Control Officer to ensure all testing and implementation of corrective actions are timely and complete. Trainee should proactively advance key drivers by assisting the unit’s efforts to ensure supply continuity, quality, cost and operational performance, timely payment of invoices, and effective roll-out of new initiatives and programs. In a small team environment, the incumbent will be invited to express ideas and utilize developed understanding of the issues and concerns to have input in complex and strategic programs being developed and implemented. Education and Experience: STAFF ANALYST TRAINEE I-II 1. A baccalaureate degree from an accredited college or university; or 2. An associate degree or completion of 60 semester credits from an accredited college or university and two years of satisfactory full-time professional experience in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification; or in personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or 3. A four-year high school diploma or its educational equivalent approved by a State’s Department of Education, or a recognized accrediting organization and four years of satisfactory full-time professional experience as described in “2” above; or 4. A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college or university for one year of experience. However, all candidates must have a high school diploma or its education equivalent. 2. For Appointment to Salary Step 2: Completion of 1 year of satisfactory service at Step 1. Desired Skills: + Excellent verbal, written and interpersonal skills, including ability to discuss and document requirements, review proposals, and prepare complex scopes of work and spreadsheets. + Experience in Budgeting, Procurement, Contracting and/or Staffing. + Must have working knowledge of Microsoft Office applications, including Word and Excel + Must be organized with ability to handle multiple tasks efficiently, follow-up, and be persistent. + Efficient knowledge of PeopleSoft and EIS is desirable + Ability to work independently Selection Method: Based on evaluation of education, skills, experience, and interview.
