Northrop Grumman Aeronautics Systems is looking to add a Staff Technical Project Manager (Communications) specializing in avionics communications technologies. The candidate should be a self-starter and will be working both within an Integrated Product Team construct, while resolving high visibility technical and programmatic issues. This position will be in our Avionics Integration Organization and will be located at Palmdale, CA or Rancho Bernardo, CA, depending upon the selected candidate’s preference.
This candidate will be responsible for the overseeing the technical, cost and schedule performance for complex avionics communication technical projects for a wide range of systems and technologies and will serve as the interface between program/business management and technical teams.
Duties and Responsibilities include, but are not limited to:
Drive the development of technical solutions, lead the effort with Responsible Engineers (REs) to prepare the change request packages, and lead the effort from approval to completion.Ensure all change requests meet technical requirements to progress through the change management lifecycle to include presentations at Enterprise Technical Change Boards.Lead a multi-disciplinary team to:Develop new projects for approval, including development of the statement of work (SOW) and schedule.Coordinate gathering of impacts and estimates for the proposal.Develop and adhere to the budget baseline using the Earn Value Management (EVM) process, including development of discrete work packages, providing weekly status of IMS tasks, and providing input to monthly Estimate at Complete (EAC) updates.Manage execution of projects and technical tasks to completion and provide regular status updates to leadership.Assess, track, and mitigate technical, cost, and schedule risk.Represent the Systems organization in Integrated Master Schedule working group meetings and meeting or beating Communication Systems milestonesAttend Operating Unit meetings and present all technical and programmatic Communication systems pertinent information.Identify and manage Communication System risks, issues, and opportunities, including representing Communication Systems in Risk Board meetingsCommunicate prioritization from program leadership to technical execution teamsThe selected candidate will be required to work full-time, on-site at our facility. There is no remote / hybrid / telework available for this position. This position requires the ability to travel up to 10% of the time.
Basic Qualifications:
Bachelor’s Degree in a STEM (Science, Technology, Engineering or Mathematics) discipline and 12 years of related engineering experience; OR a Master’s degree in a STEM discipline and 10 years of related engineering experience; OR a PhD in a STEM discipline and 8 years of related engineering experience.Familiarization with the Technical Change Management ProcessExperience leading multi-disciplinary technical teams.Hands on experience in electronics engineering, systems engineering, and/or aerospace engineeringExperience and knowledge of Project/Program Management processes to include Control Account Management (CAM) Earned Value Management (EVM), Risks – Issues - Opportunities (RIO) processes, project planning and scheduling, staffing, coordination, and oversight of technical work effortExperience in communication technologies to include but not limited to: RF and digital system design & analysis, Wideband and Narrowband integration and testing, and Antenna theory and operationMicrosoft Office skills (Power Point, Word, Excel)Active in-Scope, DoD Top Secret clearance.Ability to obtain and maintain initial Special Program Access (SAP/PAR). This SAP/PAR must be obtained prior to commencement of employment and must be obtained within a reasonable amount of time as determined by the company to meet its business needs. (Of note: SAP/PAR will be upgraded once selected candidate is in role. Therefore, candidate must also be able to obtain and maintain upgraded SAP/PAR.)Preferred Qualifications:
Current applicable SAP accessExperience with managing suppliers.Proven leadership abilities to manage, coordinate, and oversee multi-disciplinary teams located in numerous geographical locations.Salary Range: $171,000.00 - $256,400.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
