GENERAL DESCRIPTION:
Serves as the State Hazard Mitigation Officer and manages the Hazard Mitigation Assistance (HMA) program. Works closely with local jurisdictions to develop mitigation projects. Provides technical assistance to local jurisdictions as needed. Serves as the 24/7 agency duty officer on a rotational basis and holds a position within the State Response Coordination Center during times of emergency or disaster.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
+ Project development - Work with local jurisdictions to identify and develop potential mitigation projects.
+ Technical Assistance Provide technical assistance to local jurisdictions on grant applications as needed.
+ Contract Management - Ensure the timely completion of the State Hazard Mitigation Plan and the renewal of 8 regional mitigation plans. Manage the contractor updating these plans.
+ Threat and Hazard Identification and Risk Assessment (THIRA) - Provide input regarding state hazards for the completion of the THIRA for the state.
+ Disaster Response, Duty Officer, EMAC A-Team
+ Ability to be on-call as the Duty Officer 24-7 for a week at a time
+ Ensuring deadlines are met
Qualifications
PREFERENCES:
Experience with natural resource mitigation projects.
Experience with project management, including group facilitation.
Experience with emergency management functions.
KNOWLEDGE:
+ Emergency Management and disaster response and recovery concepts
+ Working knowledge of Microsoft software including Word, Microsoft Excel, and Powerpoint
+ Working knowledge of Code of Federal Regulations (CFR) 2 and 44
+ Working knowledge of State & Federal Statutes related to emergency management
+ Natural Hazards experienced in Wyoming
+ Natural Resources and/or Environmental Project Development
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree
Experience:
0-3 years of progressive work experience in (typically in Emergency Preparedness) with acquired knowledge at the level of an Emergency Preparedness Specialist I
OR
Education & Experience Substitution:
4-6 years of progressive work experience in (typically in Emergency Preparedness) with acquired knowledge at the level of an Emergency Preparedness Specialist I

+ Agency may require FEMA courses.
+ Successful applicants for employment must pass a limited criminal background investigation.
